About this file
The document contains information about the Federal Energy Efficiency and Conservation Block Grant (EECBG) offered by the Department of Energy. This is not a competitive grant application, but rather planning and information-gathering grants that will be awarded on a first-come, first-served basis. The grants can be used by communities to develop plans and strategies for energy efficiency and conservation, conduct energy audits on commercial and residential buildings, and create public education programs. No construction or implementation activities will be funded. Applicants can choose to use one of the provided blueprints or define their own intended project. Applications must come from city, county, or tribal governments in Washington state and include a completed application form.
There are no matching fund requirements, and there is no minimum or maximum grant size. The Department of Commerce will review applications as they are received and may choose to make partial awards. Applicants are encouraged to submit realistic budgets based on their proposed projects. All applicants will have access to the same information, and any questions should be directed to the program manager.

Federal EECBG funding
This is not a competitive grant application. Funds will be awarded on a first-come, first-served basis. We are reviewing applications as we receive them.
These are planning and information-gathering grants only. No construction or other implementation activities will be funded.
Objectives, Bipartisan Infrastructure Law – Energy Efficiency and Conservation Block Grant Grants can be used for the following planning and development activities:
1. Communities may work with consultants to develop plans and strategies for energy efficiency and conservation including financing, purchasing, and installing energy efficiency, renewable energy, and zero-emission transportation and associated infrastructure.
2. Energy audits may be conducted on commercial and residential buildings.
3. Public education programs may be developed to build public awareness and energy-saving actions.
EECBG Program grantees may partner with other stakeholders including utilities, energy industry and financial companies, community-based organizations, labor unions, and other non-profit organizations. The EECBG application must come from the city, county, or tribal government.
Complete applications The attached application contains four exhibits – three forms to be signed and the application itself (four pages in total). All must be completed in full for the application to be considered.
Questions All applicants are entitled to the same information. If you have a question in preparing the application, send it to energyretrofits@commerce.wa.gov. Our team will respond as soon as possible and make all questions and responses available to all applicants.
Considerations No matching funds are required. There is no minimum or maximum grant size. Your budget should be realistic regarding the project you propose. Commerce can choose to make partial awards. Choose:
1. You have an intended project already defined
2. You will use one of the blueprints provided
The Department of Energy is offering free blueprints and templates based on previous successful projects by other local governments. The blueprints streamline the process by laying out the steps to achieve your objective.
The purpose of these blueprints is to help develop the plan for your project.
