About this file
This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) applicable to the City of Scranton's Keyser Valley Stormwater Improvements Contract 2 procurement in Pennsylvania. The certification confirms that no federal appropriated funds have been or will be used to influence federal officers, Members of Congress, or congressional employees in connection with the contract award. The document requires contractors to disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL and mandates that all subawards at all tiers include identical certification language. The certification must be completed and signed by an authorized contractor official prior to contract execution, with submission serving as a prerequisite for the transaction.
Contractors who fail to file the required certification face civil penalties ranging from $10,000 to $100,000 per violation. The contractor's signature on this certification constitutes a material representation of fact and subjects the contractor to provisions under 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements. Given that the Keyser Valley Stormwater Improvements Contract 2 is funded through the American Rescue Plan Act (ARPA), federal funds are implicated, making this lobbying certification a mandatory compliance requirement for all bidders and subcontractors involved in this civil construction project.
