About this file
This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) applicable to the City of Scranton's invitation to bid for chemicals for pools and splash pads in Pennsylvania. The certification document establishes the contractor's compliance obligations regarding federal appropriated funds and lobbying activities in connection with federal contracts, grants, loans, or cooperative agreements.
The certification requires that contractors certify no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or their employees in connection with the awarding of federal contracts or related transactions. If non-federal funds are used for lobbying purposes, contractors must submit Standard Form-LLL for disclosure. Contractors must also ensure this certification language is included in all subaward documents at every tier and require all subcontractors to certify accordingly. The certification constitutes a material representation of fact, and submission is a prerequisite for transaction entry under 31 U.S.C. Section 1352. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per violation, and contractors understand that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to the certification and any disclosures made.
