About this file
This document is a Certification Regarding Lobbying form under 31 CFR Part 21, which requires contractors to certify that they have not used federal appropriated funds to influence or attempt to influence government officials in connection with federal contracts, grants, loans, or cooperative agreements. The certification mandates that if any non-federal funds have been used for lobbying purposes, the contractor must complete and submit a Standard Form-LLL "Disclosure Form to Report Lobbying" in accordance with instructions.
The document outlines strict requirements for contractors, including the obligation to include this certification language in all subawards and lower-tier contracts. Failure to file the required certification can result in significant civil penalties ranging from $10,000 to $100,000 for each violation. The form also references 31 U.S.C. Ch. 38 regarding Administrative Remedies for False Claims and Statements, emphasizing the legal and financial consequences of misrepresentation. The form requires the signature of the contractor's authorized official, along with their printed name, title, and organization.
