About this file

This document is a Certification Regarding Lobbying form (31 CFR Part 21) that applies to federal contracts, grants, loans, and cooperative agreements. The certification requires the contractor to affirm that no federal appropriated funds have been or will be paid to influence or attempt to influence any government officials in connection with the awarding, making, entering, extending, continuing, renewing, amending, or modifying of any federal contract, grant, loan, or cooperative agreement.

The certification mandates that if any non-federal funds have been or will be paid for lobbying purposes, the contractor must complete and submit Standard Form-LLL "Disclosure Form to Report Lobbying" in accordance with instructions. The document also requires that this certification language be included in all subawards at all tiers. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each failure. The contractor must certify the truthfulness and accuracy of the statements and acknowledges that provisions of 31 U.S.C. Ch. 38 on Administrative Remedies for False Claims and Statements apply to this certification.
