About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for Agilent Equipment Maintenance services. The procurement encompasses annual maintenance, repair, and support services for gas chromatographs, mass spectrometers, and related laboratory equipment utilized across six FDLE Regional Crime Laboratories throughout the state. The contract term is July 1, 2026 through June 30, 2027. The posting date was May 27, 2026, with a final receipt date for vendor information of June 17, 2026, representing the statutorily mandated fifteen business day advertisement period. No bidders' conference or site visits are referenced in the documentation.

The estimated dollar amount for this single source procurement is $550,000.00. FDLE justifies the single source acquisition to Agilent Technologies, Inc. based on the agency's exclusive use of Agilent equipment since May 2003 and the proprietary nature of Agilent's Remote Advisor Software, which provides automated service call placement, remote troubleshooting, diagnostic tools, and asset monitoring capabilities unavailable through third-party providers. The Remote Advisor establishes a direct connection to instruments necessary for controlling access to sensitive forensic case data. Agilent is identified as the sole vendor capable of providing the requisite technological expertise and proprietary parts for repair and service of the specified equipment. The procurement is authorized under Sections 120.57(3) and 287.057(3), Florida Statutes, with approval from Julia Lycett, Chief of General Services, and Roshale Gaytmenn, Director of Forensic Services.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The Florida Department of Law Enforcement’s Crime Laboratories located throughout the state have purchased laboratory equipment from Agilent Technologies since May of 2003 based on the results of Bid B-978. The Gas Chromatographs and Gas Chromatograph Mass Spectrometers all contain Agilent Remote Advisor Software which is proprietary monitoring software. This software provides automated service call placement, remote troubleshooting, diagnostic tools and asset monitoring. This automated service is exclusive to Agilent client service agreements and it is not available through any third party provider.

The Remote Advisor is the only program that can perform and gather instrument diagnostics.

This is a direct connection to the instrument and not to the computer that controls it, as would be the case with any third party remote software. Forensic casework requires this direct connection to enable controlled access to the sensitive case data that may be stored on the instrument.

Agilent Technologies is the only vendor that can offer the technological expertise as well as parts to repair and service the Agilent Gas Chromatographs and Mass Spectrometers. These instruments require a service contract for periodic maintenance and technical support. Should issues arise with software or equipment, it must be repaired and serviced by Agilent who is the proprietary software manufacturer.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Julia Lycett, Chief of General Services Roshale Gaytmenn, Director of Forensic Services
