About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for an event management solution to support the Criminal Justice Information Services (CJIS) Annual Training Symposium and similar statewide training events. The FDLE seeks to establish a zero-dollar rate agreement with Cvent, Inc. for a five-year term to continue use of the existing event management platform. The symposium provides Florida's criminal justice community with training, networking, and information exchange on criminal justice initiatives, professionalism, information technology, and forensic science services. The last day for receipt of information regarding prospective vendors' ability to supply the requested services is May 29, 2026. The contract notice was posted on May 7, 2026, and will remain posted for a minimum of fifteen business days in accordance with Florida Statutes sections 120.57(3) and 287.057(3).

The estimated dollar amount is not specified as this is structured as a zero-dollar rate agreement where event-related costs are offset by participant registration fees rather than state fund allocation. FDLE justifies the single source acquisition based on the necessity of an integrated platform that consolidates event registration, participant fee collection, onsite event management, and financial tracking and reporting within a single system. The agency determined that solutions relying on multiple systems or third-party vendors would increase administrative burden and create risk of data inconsistency and financial discrepancies. The existing Cvent platform currently meets FDLE's operational requirements and integrates all necessary functions. The acquisition was approved by Lucy Saunders, Director of Criminal Justice Information Services, and Julia Lycett, Bureau Chief of General Services. must afford a registration fee to participate in the annual event. Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

FDLE is seeking to establish a zero-dollar rate agreement to continue use of the existing Cvent event management platform, which currently supports the CJIS Symposium and similar events.

FDLE currently utilizes this platform to manage event registration, collect participant fees, support onsite operations, and provide financial tracking and reporting. These events may be funded in whole or in part through participant registration fees. While FDLE maintains a platform license, event-related costs are often offset by participant fees rather than allocating state funds.

FDLE requires a system that integrates registration, payment processing, onsite event management, and financial reporting within a single platform. Solutions that rely on multiple systems or third-party vendors would increase administrative workload and introduce risk of data inconsistency and financial discrepancies. The existing Cvent platform meets FDLE's operational needs, including integrated event management and financial tracking requirements.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Lucy Saunders, Director, Criminal Justice Information Services Julia Lycett, Bureau Chief, General Services
