About this file
This document is a Notice of Intended Single Source Procurement by the Florida Department of Law Enforcement (FDLE) for a RetrievAll portable shooting trailer. FDLE requires two of these trailers to collect firearms data outside of a laboratory setting, as part of their mission to promote public safety and strengthen domestic security. The trailers will be used to image and compare fired cartridge cases from semi-automatic or fully automatic firearms to the NIBIN database, which is owned and operated by the Bureau of Alcohol, Tobacco and Firearms (ATF). FDLE has determined that CyberNational, Inc. is the sole source provider of the custom-built mobile shooting system with the required features, and the intended single source contract will be for the period of 2/1/2024 to 1/31/2025.
The estimated dollar amount for the procurement is $250,000. FDLE has justified the single source acquisition based on CyberNational being the sole distributor/manufacturer of the RetrievAll system, which includes specialized features necessary for FDLE's operations. This procurement opportunity is limited to the jurisdictions of Leon County and the City of Tallahassee.

submitted firearm or from the same unknown firearm. Fired cartridge cases from semi-automatic or fully automatic firearms can be imaged and compared for potential associations to other offenses utilizing the NIBIN (National Integrated Ballistic Information Network) database, which is owned and operated by the Bureau of Alcohol, Tobacco and Firearms (ATF) and which FDLE is granted access for analysis purposes.
In order to collect firearm information remotely, Retriev-All is a mobile shooting range capable of collecting the shell casings. This allows the agencies to test recovered weapons at the scene of a crime. The mobility of this trailer greatly reduces turnaround time for processing evidence.
