About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Corrections (FDC) for electronic maintenance and administration software. The FDC seeks to procure PowerDMS, a specialized document management system designed to manage accreditation compliance, policy administration, and training requirements aligned with American Corrections Association (ACA) standards. The software will be utilized across multiple FDC divisions, including the Office of Institutions, Office of Community Corrections, Security Operations, Classification Management, and the Bureau of Policy Management and Appeals. The procurement is posted for a minimum 15 business day review period, with the last day for receipt of information set for December 19, 2025. The contract term is three years (36 months), with no renewal options noted in the documentation.

The estimated annual cost is $92,991.86 for a total three-year contract value of approximately $278,975.58. The FDC has determined that PowerDMS is the sole source vendor capable of meeting the Department's specialized needs, as it is the only platform that integrates ACA industry standards manuals with electronic policy documentation and accreditation management processes. The justification for single-source procurement is based on FDC's conclusion that no competing vendor can provide the integrated accreditation management, policy administration, and training capabilities required. The procurement process included online research, vendor searches through the Department of Management Services, and review of available contract vehicles before determining single-source acquisition was appropriate. Contact for inquiries is Lucinda Jones, Purchasing Analyst, at the FDC Bureau of Procurement, (850) 717-3700.
