About this file
This is Addendum #001 to ITB-24-011 issued by the Florida Department of Corrections (FDC) for Statewide Water Storage Tank Services, with bids due January 7, 2025, at 2:00 p.m. Eastern Time. The addendum revises staffing requirements by extending the administrative contact location requirement from 150 to 300 miles of each service location, modifies inspection and evaluation procedures, updates washout disinfection services requirements, and revises the annual summary report specifications. The document includes detailed performance measures and financial consequences for 16 different performance metrics, covering areas such as documentation submission, inspections, repairs, and emergency response times.
The addendum provides extensive details about 45 water storage tanks across four regions, including tank types (elevated, ground, hydropneumatic), sizes ranging from 315 to 250,000 gallons, and heights from 5 to 170 feet. The document addresses 41 vendor questions covering topics such as site visits, pricing structures, security requirements, emergency response times, and technical specifications for tank maintenance and repair. The pricing must remain fixed throughout the contract term with no inflation adjustments allowed. Only one water storage tank is located inside a secured perimeter, at Apalachee Correctional Institution, with specific security requirements applying to that location.

Section 4.3, Performance Measures and Financial Consequences, is revised as follows:
4.3 Performance Measures and Financial Consequences
The Department desires to contract with a Vendor who demonstrates its willingness to be held accountable for the achievement of successful Contract performance. By submitting a Bid, the Vendor agrees to the Department’s assessment of financial consequences, which are not intended to be a penalty but to incentivize the Vendor’s performance under the Contract.
The performance measures below list the key expectations most critical to the success of the Contract and the financial consequence the Department will assess if an expectation is not met. If a Vendor is unable to achieve a performance measure expectation because of unforeseen circumstances outside of its control, the Vendor may submit a written request, in advance, to the Department’s Contract Manager to waive the assessment of the associated financial consequence. The Department’s Contract Manager will then review the request to determine whether mitigating circumstances existed beyond the Vendor’s control. For the Department to approve the request, the Vendor must not have contributed to the failed expectation in any manner. The Department does not waive its ability to assess financial consequences by allowing the delivery of an item(s) or completion of services after the time allowed. Nothing in this section shall limit the Department’s right to pursue other remedies available at law or in equity.

Statewide Water Storage Tank Services
Addendum #001 Page 12 of 18 FDC ITB-24-011
Question Number
Question Answer
Do you have the actual heights of each of your elevated and ground storage tanks?
Please refer to Change No. 7, of this Addendum.
To provide accurate and responsible pricing for the exterior & interior coatings for each tank listed, whereas each tank will be unique in its current condition, it will be imperative to conduct a site visit in order to assess current tank condition and overall surface area of each tank to determine actual square footage for the purposes of pricing exterior/interior coatings. Will the Department mandate verified site visits for each tank listed to improve accuracy of this specific scope of work?
No, the Department will not mandate site visits prior to the Bid Deadline.
To accurately price each tank at each location, in order to reflect the varying conditions from one tank to the next, can the department incorporate the following format to be used as column headings for Attachment I - Price Sheet, this will provide an accurate method to price since no 2 tanks are identical in the work needing to be performed.
For example:
No changes will be made to Attachment I - Price Sheet established in the ITB.
Please refer to Change No. 7, of this Addendum for Information regarding the region, facility name, location address, tank type, and tank size for each water storage tank.
Has a budget been established for this ITB and, if so, can that dollar figure be shared?
The Department has the need to accomplish the outlined services and will utilize the pricing provided by the awarded Vendor(s) to fulfil the needs of the Department.
Will a proposed schedule of work based on current conditions be required (it is recommended and changes the price; this is the value of a maintenance program) A schedule of work allows for greater efficiency in performing the specific scopes.
Can the department require a timeline schedule of work?
The Department will coordinate with the successful
Vendor(s) to compile a schedule of work and timeline on a project-by-project basis.
Addendum #001 Page 13 of 18 FDC ITB-24-011
Question Answer
Can the department provide a past work history on all of the tanks, i.e. most recent inspection reports, so that a competent schedule is developed to ensure compliance with the required 5-year washout cycle? A past history on the Hydroneumenatic tanks is imperative due to the fact a visual inspection of the interior is not possible for these tanks.
The Department will provide relevant work history information of Water Storage Tanks to the successful
Vendor(s) prior to project assignments.
Under Minimum Qualifications Section 4.1.2, to ensure only qualified contractors with relevant experience bid this ITB, can this section be re-worded to read:
“Vendors shall submit written documentation detailing their relevant experience along with written references, including contact information, from a minimum of twenty (20) current maintenance program clients for steel elevated tanks
No, the minimum requirements outlined in Section 4.1.2, Minimum Qualifications, shall remain as established in the
ITB.
On page 23 Bid Submission, section d), it reads “Bids received after the Bid Deadline provided in the Timeline will now be accepted.” Is “now” a typo and should it instead read “not”? Please make this correction
Please refer to Change No. 6, of this Addendum.
Does the Dept. know which tanks have acceptable/above regulated levels of lead base and if lead is found, will that be addressed via a change order?
The Department will provide any relevant work history information of Water Storage Tanks to the successful Vendor(s) prior to project assignments. Issues determined to require service repairs outside of the standard processes outlined in the ITB will be handled in accordance with Section 4.1.5, Water Storage Tank Repair Quote Requirements, of the ITB.
If the exterior is found in need of a full exterior blast how will that be addressed, currently only spec'd for overcoat?
Please refer to Section 4.1.5, Water Storage Tank Repair Quote Requirements, of the ITB.
Per the Performance Measures on pages 19-21, specifically PM-013, PM-014 & PM-015, can this be worded to require a 24-hour response time to Emergency Service Calls, Emergency Service repairs & Non-Emergency Service calls in order to assess the situation and then develop an accelerated solution?
No, the timeframes specified in Section 4.3, Performance Measures, PM-013, PM-014, and PM-015, shall remain as established and may only be modified upon mutual agreement with the Department, as outlined in the ITB.
Addendum #001 Page 14 of 18 FDC ITB-24-011
Question Answer
What tanks are behind extra secured facilities that require extended measures to access and approval from the Warden?
Apalachee Correctional Institution has the only water storage tank located inside a secured perimeter.
Please refer to Section 6.6.16, Security Requirements and Attachment IV - Security Requirements for Contractors, of the ITB.
Are there any tanks that are anticipated to be demolished within the contract window?
There will be Water Storage Tanks that require demolition services during the term of the Contract(s) resulting from the ITB.
Can we extend the turnaround from 30 to 60 days on Inspection, Washout, etc reports?
Please refer to Change No. 2, Change No. 3, Change No.
4, and Change No. 5, of this Addendum.
How will the contractor provide pricing for the soil remediation during cleaning operations and sediment removal, without knowing the existing quantities?
Vendors are responsible for anticipating all costs associated with performing the tasks and services outlined in the ITB but will only be responsible for remediation expenses resulting directly from the services they provide.
If additional sediment or debris is found during the cleaning operations inside of any tank, how will additional costs be factored?
The Department will not reimburse the Contractor for additional costs. Bids must be firm prices inclusive of all relevant and related charges, including any expenses the Contractor may incur in the performance of Water Storage Tank cleaning operations.
Can divers or robots be used to clean and inspect tanks while they remain in service?
Yes.
How much and what type of sediment is to be expected inside each tank?
A minimal amount of sediment is expected based on the average five (5) year washout schedule for Water Storage Tanks.
Can the sediment removed during cleaning services be released on-site near each tank's location?
Yes.
Are there certain procedures that need to be followed with the removal of sediment?
Please refer to Section 4.1.4 C., Washout Disinfection Services, of the ITB.
Will the contractor be responsible for any off-site disposal? Please refer to Section 4.1.4 M., Worksite Liability and
Clean-up Requirements, of the ITB.
Addendum #001 Page 15 of 18 FDC ITB-24-011
Question Answer
Will there be an annual inflationary adjustment or should these costs be accounted for in our proposal?
Bids must be firm prices inclusive of all relevant and related charges, including any expenses the Contractor may incur in the performance of the Contract. Prices shall remain fixed throughout the term of the Contract.
Section 4.1.1 General Description of Services states that interiors should be blasted and recoated every 15 years and exteriors should be recoated every 8 years. Is there a current list of last painted dates to reference, or will the clock start during this first 5-year contract, then every 15 or 8 years following the initial coating?
The Department will provide the successful Vendor(s) with relevant painting history of Water Storage Tanks prior to project assignments and coordinate the schedule of work and a timeline on a project-by-project basis.
Given the unknown state of each tank interior, what percentage of corrosion will justify a change in the specification from SP-7 to a full SP-10 and an appropriate adjustment in price?
The Department will coordinate with the successful Vendor(s) to make this determination on a project-by-project basis. Question Answer
The industry standard for renovating the interior of a water storage tank is to perform a SSPC-SP10 blast to near white metal on all interior surfaces which removes all existing coating. Currently, the specification calls for a SSPC-SP 10 on just the rusted areas and a SSPC-SP7 brush blast on all other areas which is typically 90% of the interior surfaces and does not remove the existing paint coating. I am not aware of any paint manufacturers that recommends this method and they actually recommend against it due to high percentage of premature failures. Would you consider changing the specification to a SSPC-SP10 blast rather than a SSPC-SP7 blast?
No, the specifications outlined in Section 4.1.4 G., Interior Recoating of Steel Tanks, shall remain as established in the ITB.
