The addendum includes the Department's written answers to vendors' inquiries, replaces the pricing sheet, and provides a timeline revision. The Department estimates annual quantities of 4,000 non-incentivized mattresses, 800 incentivized mattresses, and 4,000 pillows. Bids are due by August 29, 2023, at 2:00 pm Eastern Time.
Regarding pricing, the contract will have fixed pricing for the 3-year term, though vendors may request an equitable price adjustment. Vendors must bid on all items to be considered responsive. The current contractor is Prison Rehabilitative Industries and Diversified Enterprises, Inc. (PRIDE). The solicitation does not mention any specific funding requirements or sources.

Items to submit for approval as equal.

Line 1: non Incentivized Mattress We request Item SSPM30754CLS be approved as an equal or better – See spec sheet attached. This mattress has a polyester core and is a sealed seam stock mattress.
Security Sealed Seams have no thread or needle holes making it more difficult for inmates to pick apart.
All sealed seam mattresses from Bob Barker contain a concealed breathable vent that cannot be picked apart 100% sealed seams make it easier to search for contraband and help to reduce security risk.
Durability Sealed seam strength makes the mattress more durable.
Certified flame resistant Cleanliness The fluid resistant fabric and 100% sealed seams protect the core from contaminants and odor The mattress is easily cleaned and quickly disinfected.
Line 2: Incentivized Mattress We request item J630754-13OZ be approved as an equal or better.

Addendum #001 5 FDC ITB-23-039
MTJ American, LLC is a manufacturer of detention mattresses. We currently supply Pride Enterprises many of their items. We can offer items that are a little different from the items requested on the bid.
The Non-incentivized mattress that is requested says a cotton core. Normally, cotton is not used in detention mattress cores. All of our detention mattresses have densified polyester fiber cores that vary in density depending upon which product and quality level the customer wants. Based on the specs for this mattress, we have two clear mattresses. One is the Econo Clear which has a laminated vinyl with a 1000 denier scrim. It has an 8 oz. density core. The other one which is our Clear Advantage mattress which is an extruded clear vinyl which has a scrim but will not tear or rip easily and the scrim can not be taken out in strands like normal laminated vinyls. It has a 12 oz. densified polyester fiber core.
The Incentivized mattress we would offer is our Secure Advantage mattress. It is available in 4.5" or 6" or 7" finished thicknesses. The Secure Advantage mattress is made with an 18 oz. rip stop vinyl that will not rip at all. It is navy blue in color. It has a 12 oz. densified polyester core. We can also offer our Fusion Advantage mattress which is the same core but has a thermal polyurethane nylon cover fabric. It is navy in color as well. Our suggestion would be the Secure Advantage because of the rip stop fabric. We have facilities that have had it in place for over 5 years without having to replace it.
We can offer the clear pillow with the Econo Clear vinyl or the Clear Advantage vinyl. Pillows normally have conjugate polyester fiber in them and not cotton. Is that acceptable?
All of our mattresses have RF Welded seams. That makes the mattress core impervious to contamination and does not give the inmates a seam to cut or tear open and get the threads or hide items. We also own the patent for the Breather System used on the mattresses since they are welded seams. MTJ also owns the patent for an integrated pillow which only adds about $2 per mattress.
Most of our customers request the pillow option. Would you be interested in that option?
The Department does not approve the requested items as an equivalent.
Not as part of this procurement. Interested Bidders must only Bid on the items as specified in the revised Attachment I – Price Sheet.

Question Answer
Does the pricing need to be guaranteed for the 3 year contract duration or can there be a percentage increase if needed after each year based on costs and inflation?
Per Section 3.3.1, Contract Term and Renewal, of the ITB, the Contract pricing will be fixed.
Please see Section 5.1, General Instructions, of the ITB, for information regarding a Vendor's request for an equitable price adjustment.
Are we able to bid on either or? I am trying to find the language on the bid if we must submit an offer for both mattresses and pillows or if we can opt for only bidding on pillows.
Per Section 5.7.1, Basis of Award, of the ITB, a Vendor must Bid on all items on the revised Attachment I - Price Sheet for its Bid to be considered responsive.
To allow for more competition, can you consider awarding by line or move the Incentivized Mattress to a category by itself and award by category?
Per Section 5.7.1, Basis of Award, of the ITB, a Vendor must Bid on all items on the revised Attachment I - Price Sheet for its Bid to be considered responsive.
Can you consider extending the date for approved equals due to the specifications not being industry standard requirements?
No extension will be granted at this time. Per Section 2.2, ITB Timeline, of the ITB, each Vendor must adhere to this Timeline and any Timeline revision(s).
Will you consider allowing multiple bid submissions if one vendor would like to offer multiple product options for consideration?
The Department will only accept one (1) Bid per Vendor. Per Section 5.4.6, Bid Withdrawal, of the ITB, if multiple Bids are received from the same Vendor, and the Vendor has not withdrawn one (1) of its Bids, then the Department will only evaluate the Vendor's Bid received last.

Question Answer
Can you supply a picture, supplier and item number you are basing the specifications on for the Incentivized Mattress?
Since the incentivized mattress would be a custom made to order item and not industry standard, can you allow minimum order requirement?
Per Section 4.1.6, Minimum Order, of the ITB, there will be no minimum order under the Contract; however, the Department will not place orders that split standard packaging (boxes, cases, etc.).
Can you extend the delivery time frame to 45 days since mattresses will be a custom order?
Per Section 4.1.7, Delivery, of the ITB, the Vendor shall ship items to the Department as Free on Board Destination and ensure items arrive within 30 Days of PO issuance unless a different time is agreed to by the Department as documented on a PO.
Can you confirm how many delivery locations are currently providing incentivized mattresses in the facility?
Please refer to Attachment V – Delivery Locations, of the ITB, for all Delivery Locations.
