Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87.

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120, with a small business size standard of 1,000 employees.

The Food and Drug Administration (FDA) Office of Acquisition and Grants Services (OAGS) is seeking to lease a nitrogen tank and vaporizer with the purchase of liquid nitrogen.

All interested companies shall provide quotations for the following:

Minimum Technical Requirements

• One 1500 gallon liquid nitrogen tank delivered and installed (including freight, rigging and a crane) on the existing 20’ x 12’ fenced-in concrete pad outside MOD2 Building A loading dock, on a yearly lease.

• One 5000 cubic foot per hour liquid nitrogen vaporizer and appropriate pressure regulator assembly delivered and installed (including freight, rigging and a crane) on the existing concrete pad outside MOD2 Building A, on an annual lease.

Contractor is required to supply all components to connect the tank to the facility.

• Delivery of liquid nitrogen to refill the 1500 gallon tank as needed (estimated to be on a bi-weekly basis). Current gas usage averages 104,000 SCF biweekly, 208,000 SCF per month.

• Liquid nitrogen must provide nitrogen gas at a purity of 99.998% delivered through the existing piping system at a minimum of 150 psi

• Service technicians must be available to respond to system problems within 24 hours

• Vendor must have the capacity to deliver liquid nitrogen as necessary - this includes times when vendor may experience delivery interruptions due to delivery truck breakdowns – i.e., company must have more than 1 delivery truck

• Vendor must have more than 1 liquid nitrogen plant within 100 miles of CVM/OR/MOD 2 to ensure uninterrupted delivery should a natural disaster occur and the vendor's plant is not accessible. CVM/OR cannot afford to have their analytical instruments shut down due to lack of liquid nitrogen - which would result in a significant loss of research being conducted.

Other Considerations/Requirements:

• CVM/OR currently has a 1,500 gallon tank on site supplying the liquid nitrogen needs which is leased and filled under a previous contract. There needs to be a transition from the previous contractor to the new contractor. The current tank will need to be removed and new tank installed. This transition will need to occur without disrupting the facility. The proposing contractor will need to identify how to transition the tanks and provide solutions to provide nitrogen gas to the facility while the transition occurs. The proposal shall include all costs associated with this transition including the logistics (including transportation, crane(s), etc.) to remove the existing tank and install the new tank.

Place of Performance FDA Facility 8401 Muirkirk Road

MOD 2

Laurel, MD 20708

• Normal deliveries shall occur between 6:00 AM and 6:00 PM with emergency delivery available 24/7

• Security Notes – driver will need to present guard with driver’s license and a CVM/OR point of contact. Vehicle is subject to search.

Period of Performance Base Year Period of Performance: 9/30/2016 – 9/29/2017 Option Year 1 Period of Performance: 9/30/2017 – 9/29/2018 Option Year 2 Period of Performance: 9/30/2018 – 9/29/2019 Option Year 3 Period of Performance: 9/30/2019 – 9/29/2020 Option Year 4 Period of Performance: 9/30/2020 – 9/29/2021

Award shall be made to the quoter whose quotation is the lowest price technically acceptable.
