About this file

This document is a meeting minutes record from an FDA Contact Center Optimization Project Industry Day held on March 5, 2026, at FDA Headquarters. The meeting introduced industry partners to an upcoming federal solicitation for contact center modernization services.

The FDA seeks to consolidate its 100+ fragmented intake pathways that currently process 200,000+ annual inquiries into a unified, intelligent contact center system. The project will be structured in three tiers: Tier 0 (self-service via improved website and consolidated intake forms), Tier 1 (contractor-staffed enterprise call center for initial contact), and Tiers 2-3 (specialist escalations and government subject matter experts). Key deliverables include implementing a tiered contact center structure across six external-facing centers, establishing a Business Advisory Group for governance, and deploying an enterprise CRM platform with signal detection, predictive analytics, and AI-powered chatbot capabilities. The solution must integrate with existing systems (Genesis telephony, Salesforce, Appian, ServiceNow) and comply with NIST 800-53 and FedRAMP security standards. The FDA plans to release an RFP within 60-90 days using a Statement of Objectives (SOO) to Performance Work Statement (PWS) contracting approach with full and open competition and small business participation encouraged. The base year contract must deliver initial operating capability with the transition of multiple contact centers, not merely setup. Performance expectations include zero dropped calls during transition, no service level degradation, and development of Service Level Agreements and Key Performance Indicators. Questions may be submitted via SAM.gov, and all Q&A responses will be posted publicly.
