This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the Government's intent to issue a Firm Fixed Priced Purchase Order in accordance with FAR Part 13.

The solicitation number is FDA-SOL-75F40125Q00313. This solicitation is issued as a Request for Quote (RFQ). This is a Full and Open Competition / Brand Name or Equal.

The solicitation document and incorporated provisions and clauses in effect through the Federal Acquisition Circular 2025-05, effective 7 August 2025. FAR and HHSAR provisions and clauses referenced in this RFQ can be found on the following website: https://www.acquisition.gov/browse/index/far

1.1 Supplies or Services Specification

Project Management Services: The contractor shall perform project management activities during each task stated in this section of the document.

Task 1: The contractor shall conduct a professional site survey to evaluate and analyze the physical environment of laboratories where RFID technology will be implemented. This includes approximately 60 laboratory and storage rooms spread across one floor in one building: FDA White Oak Campus; Silver Spring MD. The primary objective of the survey is to assess the site's characteristics to optimize RFID performance.

The survey will contribute to clearly defining programmatic asset tracking objectives by:

• Evaluating the laboratory environment to enhance and optimize the placement of RFID tools/technology, ensuring a minimum of 30 read zones coverage.

• Assessing the environment for optimized RFID wireless equipment placement.

• Considering environmental factors, reducing interference, and optimizing signal strength(s) within the lab space.

https://www.acquisition.gov/browse/index/far

• Generating a comprehensive documentation of the site survey findings.

Task 2: Installation of RFID readers and antennae.

• RFID vendor [previously identified] and vendor (if subcontracted) based on programmatic requirements.

• Installing additional IDAS hardware, involving the mounting of readers and antennas and connection to the existing server (DPQRnet) in FDA WO64.

Supplies/Services:

1.2 Technical Requirements

1.2.1 Asset Categories

The IDAS shall support the following four main categories of asset classes:

1. Chemicals and Solvents: The system should allow tracking of various chemicals and solvents used in OPQR laboratories. Each item's information should include the name, quantity, unit, location, batch number, expiration date, supplier information and safety-related details. The estimated quantity of chemicals and solvents is between 10000 and 20000.

2. Supplies: The system shall facilitate the monitoring of laboratory supplies that will be stored at a centralized location, such as glassware, pipettes, and other consumables. Each item’s information should include item descriptions, quantity, and reordering thresholds. The estimated quantity of supplies is between 1000 and 2000.

3. Equipment: The system should provide inventory control for laboratory equipment. Each equipment record must include details like the equipment name, equipment component name, model number, serial number, category, calibration schedule, maintenance history, manufacturer, point of contact, and location. The estimated quantity of equipment is between 500 and 1000.

4. Samples: The system shall enable tracking of samples received from other offices and those generated within OPQR. Each sample entry must include origin details, quantity, unit, arrival date, expiration date, and location. The estimated quantity of samples is between 1000 and 2000.

1.2.2 Radio Frequency Identification (RFID) & Barcode Technologies Integration The IDAS need to incorporate both RFID and Barcode technologies to effectively manage inventory across different categories. For Chemicals and Solvents, Equipment, and Samples, the system should utilize RFID tags to enable real-time tracking and automated data capture during their movement and storage within the facility. For Supplies, the system should leverage 1D or 2D barcode technology to track and manage their stock levels efficiently at a centralized location. Barcode scanning will enable easy identification and updates for supply items, ensuring smooth inventory management.

The RFID tags used in the IDAS should be durable and suitable for the specific environment in which they will be used, include liquid bottles and metal cabinets. A maintenance schedule for the RFID tags should be established to ensure they are functional and readable throughout their lifespan. The schedule should include regular checks, replacements for damaged tags, and updates for outdated tags. The IDAS will require RFID readers strategically placed throughout the OPQR facility to capture data from the RFID tags. These readers should support the same frequency as the tags used and have the capability to read multiple tags simultaneously (multiple reads in a batch). The RFID readers will be connected to the system to transfer data in real-time.

Ethernet connectivity can be used to ensure seamless communication between the readers and the central database. The readers must also be compatible with the inventory management software. The software should allow users to view real-time inventory status, track movements, generate reports, and set up automated alerts for low stock levels, potential loss, or any anomalies.

1.2.3 Integration with ELN

The IDAS shall seamlessly integrate with existing ELN software SciNote [REQUIRED]. The bi-directional communication should include the following functionalities:

1. Data Synchronization: The system should synchronize inventory data between the IDAS and SciNote to ensure consistency in real-time.

2. Usage Tracking: The IDAS system must receive data from SciNote regarding the usage of inventory items (e.g., chemicals and solvents) for accurate tracking and stock level updates.

1.2.4 Security and Access Control

The IDAS must implement robust security measures to protect sensitive inventory data. This includes role-based access control and regular security audits to identify and address potential vulnerabilities. The following user roles and corresponding permissions should be established:

1. Admin:

a. Manage user accounts: The Admin will have the authority to create, modify, and deactivate user accounts as needed.

b. Maintain system security: The Admin will oversee the system's security measures and ensure compliance with security policies.

c. Perform data backups: The Admin will be responsible for regularly backing up the inventory data to prevent data loss in case of any unforeseen events.

d. Configure system settings: The Admin will have access to configure system settings, ensuring optimal performance and customization.

e. Troubleshoot technical issues: The Admin will address technical issues that may arise, ensuring smooth system operation.

f. Grant access permission to other users: The Admin will assign appropriate permissions to other users based on their roles and responsibilities.

g. Communicate with IT providers: The Admin will act as the point of contact for communication with external IT providers, if required.

2. Super User:

a. Perform quality checks: The Super User will have the ability to perform quality checks on inventory items to maintain accuracy and compliance.

b. Record inspection: The Super User will document inspection details for inventory items as part of the tracking process.

c. Generate reports: The Super User will have access to generate comprehensive reports on inventory status, usage, and other relevant metrics.

d. Tag inventory: The Super User will manage the assignment of RFID tags to inventory items, enabling effective tracking.

3. Regular User:

a. Create and update their own records: Regular users will be able to create and update records related to the inventory items they are responsible for.

b. View records: Regular users will have read-only access to view inventory records, ensuring transparency and collaboration among team members.

1.2.5 Reporting and Analytics

The IDAS shall provide comprehensive reporting and analytical capabilities, allowing users to generate custom reports, track inventory trends, and make data-driven decisions.

1.2.6 Compliance and Documentation

The IDAS must comply with all relevant regulations and guidelines set forth by the FDA and other regulatory bodies. The contractor shall provide detailed documentation covering system specifications, configurations, and user guides.

1.2.7 Schedule and Timeline

The proposal must encompass a well-defined timeline outlining all key milestones and events throughout the entire project. Furthermore, the contractor is required to explicitly specify associated deadlines and deliverables for each milestone. Illustrative instances may involve the kickoff meeting to delineate the objectives of the site survey, the culmination of the site survey, the presentation of findings, and the preparatory meeting preceding the IDAS expansion/installation.
