About this file
This is a Request for Information (RFI) for market research regarding F-15 Avionics Systems Supportability Analysis services. The government is seeking potential sources to provide technical expertise and engineering staff to conduct desktop audits and analysis of Technical Orders managed by 409 SCMS/GUEA. The requirement is expected to be a three-year contract with a one-year basic period plus two one-year ordering periods. Respondents must maintain a Secret-level security clearance, and the government will supply computers and workstations for contractor personnel located at Warner Robins Air Force Base. This is currently a sole-source acquisition to BAE Systems under GSA Contract GS-00F-240CA, awarded in 2021. The government has indicated no assets are available for reverse engineering or training on these systems, and there is no data ownership component to this service contract.
Responses to the Capability Survey (Parts I and II) must be submitted by close of business on March 18, 2026, via email to Daniel Gochenaur (daniel.gochenaur.4@us.af.mil) and Lauren Mitchell (lauren.mitchell.6@us.af.mil). The RFI explicitly states that participation does not ensure future contract awards and the government will not reimburse participants for survey costs. Both large and small businesses are encouraged to respond, with no set-aside decision made pending analysis of small business capabilities. Small business respondents should describe teaming arrangements if they lack full capability and identify work areas suitable for small business set-asides. The Capability Survey requires detailed responses regarding company capabilities, past experience with Technical Order audits, classified material handling, technical data generation, quality assurance practices, presence near Warner Robins, and engineering services experience including parts obsolescence and diminishing manufacturing sources management.
