About this file
This is a Performance Work Statement (PWS) for Engineering Services supporting the Versatile Diagnostic Automatic Test Station (VDATS), a revolutionary automatic test system organically designed and maintained by the United States Air Force at Robins Air Force Base. The VDATS testers (NSNs 4920-01-553-0693, 4920-01-553-1534, 4920-01-663-3117KV, and 4920-01-663-3118KV) provide depot and intermediate-level maintenance capabilities for testing avionics components across multiple aircraft platforms. The primary objective is to establish and execute a proactive Diminishing Manufacturing Sources and Material Shortages (DMSMS) management program that continuously monitors all VDATS components, including hardware and Commercial-Off-The-Shelf items, to identify and forecast obsolescence issues. The contractor must perform risk and impact analysis for identified issues, operate a case management system to track resolution efforts, research cost-effective mitigation strategies, and deliver quarterly DMSMS health analysis reports with program metrics and updated at-risk component lists.
The contract period includes one 12-month basic period with two 12-month options, with all work performed at the contractor's facility. The contractor is responsible for furnishing all equipment, materials, and facilities required. Deliverables include seven Contract Data Requirements List (CDRL) items addressing DMSMS health assessments, environmental and safety plans, quality program plans, accident/incident reports, and standard operating procedures, all submitted via the Multi-user ECP Automated Review System (MEARS). Quality standards require no more than one rejection per single deliverable and one total rejection per quarter, with rejected deliverables corrected within five business days. The contractor must maintain 100% compliance with a Quality Management System, establish a comprehensive Safety and Health Program, comply with security requirements including OPSEC and COMSEC protocols, obtain Common Access Cards for personnel requiring facility access, and report any security incidents immediately to AFLCMC/RO.Workflow@us.af.mil. No travel is authorized, and no Government-Furnished Property, Material, or Equipment will be provided.
