About this file
This is a Request for Information (RFI) issued by AFLCMC/ROA Automated Test Systems Division at Robins Air Force Base, Georgia, to identify potential sources for engineering services supporting the Versatile Diagnostic Automatic Test Station (VDATS). The VDATS is an Air Force-designed automatic test system (NSNs 4920-01-553-0693, 4920-01-553-1534, 4920-01-663-3117KV, and 4920-01-663-3118KV) that integrates numerous Commercial-Off-The-Shelf (COTS) components for which the government lacks complete technical data packages. Responses must be received by close of business on March 24, 2026, addressed to Contract Specialist Shemica Miller (shemica.miller@us.af.mil) and Contract Officer Andrea Livingston (andrea.livingston.1@us.af.mil) with "RFI Response: VDATS Engineering Services" in the subject line.
The primary requirement is establishing and executing a proactive Diminishing Manufacturing Sources and Material Shortages (DMSMS) management program, including obsolescence monitoring and forecasting using a Bill of Materials (BOM), risk and impact analysis, case management, resolution strategy development, and quarterly health analysis reports. All services will be performed at the contractor's facility with no travel required. The anticipated contract strategy consists of one 12-month basic period with two 12-month option periods. Respondents must provide business information, CAGE code, SAM registration status, small business certifications, past experience on similar projects, capability assessments addressing the attached Performance Work Statement (PWS), rough order of magnitude annual costs, and details on commercial DMSMS offerings. Both large and small businesses may participate, and joint ventures and teaming arrangements are encouraged. Participation in this market research does not guarantee participation in future solicitations, and the government will not reimburse survey participation expenses.

Request for Information (RFI)
AFLCMC/ROA
Automated Test Systems Division Robins AFB, GA
Versatile Diagnostic Automatic Test Station (VDATS) Engineering Services
CAUTION:
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to provide Engineering Services for the Versatile Diagnostic Automatic Test Station (VDATS) (NSNs 4920-01-553-0693, 4920-01-553-1534, 4920-01-663-3117KV and 4920-01-663-3118KV) and the VDATS eXtensible Core (XC). These services primarily include Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, including obsolescence monitoring and forecasting. The purpose of this survey is to obtain information for an upcoming procurement for the AFLCMC/ROA Automatic Test Systems Division at Robins AFB, GA.
Data Availability:
The VDATS is an automatic test system organically designed and built by the U.S. Air Force. While the top-level system is government-designed, it integrates numerous Commercial-Off-The-Shelf (COTS) components. The Government does not own a complete technical data package for every COTS component within the VDATS. The contractor will be responsible for proactively monitoring these components and developing resolution strategies for obsolescence issues that arise.
Contractors/Institutions responding to this Request for Information (RFI) are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. The below contains a description of the VDATS Engineering Services requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).
3. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are permitted to participate in this market research. Joint ventures or teaming arrangements are encouraged.
5. Questions relative to this market research should be addressed to Contract Specialist, Shemica Miller (shemica.miller@us.af.mil) and Contract Officer, Andrea Livingston (andrea.livingston.1@us.af.mil).
Versatile Diagnostic Automatic Test Station (VDATS) Engineering Services
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide Engineering Services for the Versatile Diagnostic Automatic Test Station (VDATS). The VDATS is a revolutionary automatic test system organically designed and built by the USAF to provide depot and intermediate-level maintenance capabilities for testing avionics components across multiple aircraft platforms.
The primary requirement of this effort is to establish and execute a proactive DMSMS management program for the VDATS. Key functions will include: proactive monitoring of all VDATS components using a Bill of Materials (BOM); performing risk and impact analysis for obsolescence issues; operating a case management system; researching and proposing resolution strategies; and providing quarterly DMSMS health analysis reports. All services will be performed at the contractor's facility, and no travel will be required.
The contract strategy is anticipated to be one (1) 12-month basic period with two (2) 12-month options.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Referencing the attached draft PWS:
a. Does your company consider the information in the document to be clear and concise regarding the duties and responsibilities the Government expects the contractor to perform? If not, please identify what information is needed or requires clarification.
b. Did your company identify any areas in the PWS that presented unacceptable risks? If so, please provide detailed information.
2. Describe your company's past experience on previous projects similar in scope and complexity to the VDATS DMSMS requirement. Focus on experience managing obsolescence for complex electronic systems or Automatic Test Equipment (ATE). 4. Does your company have experience with DMSMS management and obsolescence forecasting for an Automatic Test System (ATS)? This includes proactive monitoring, risk analysis, case management, and developing resolution strategies (e.g., identifying substitute parts, recommending life-of-type buys). If so, please provide detailed information.
5. What is the rough order of magnitude (ROM) of annual costs to execute the PWS requirements? This is for informational purposes only and does not constitute a formal proposal.
B. Commerciality Questions:
1. Are the DMSMS management and obsolescence forecasting services you provide offered as a commercial service to both U.S. Government and commercial customers? If so, is the same workforce used for both?
2. Briefly describe your company's standard commercial practices for DMSMS management. To what extent would these practices need to be modified to meet the specific requirements outlined in the attached PWS?
