About this file

This Performance Work Statement (PWS) outlines the requirements for repair and service support of the ChipCHECK Laser Induced Breakdown Spectroscopy (LIBS) unit for the United States Air Force, with a period of performance of one base year plus four one-year options. The contractor must provide repair services, telephone/email support (24/7 or M-F depending on service plan), software maintenance, and parts replacement for ChipCHECK units (NSN 6650-01-655-6490, PN B179820) which analyze magnetic chips retrieved from F110, F118-101 and F100 engine magnetic chip detectors.

Key requirements include completing repairs within 10 service days, maintaining a quality assurance program, providing warranty coverage for 180 days, and offering software library updates up to 5 times per contract year. The contractor must handle shipping to/from freight forwarders, provide monthly status reports and weekly movement tracking, and maintain proper security protocols. Performance metrics focus on quality of repairs (no more than one PQDR/QDR per year), response times for assistance requests (within 2 service days), and timely completion of repairs. The contractor is responsible for all materials, equipment, and personnel needed for repairs, while partner bases provide the units needing service. Repairs exceeding $75K require special authorization through an Over and Above CLIN Delivery Order.

1.0 Description of Services/General Information

1.1 Scope of work

1.1.1 Purpose

1.1.1.1 The purpose of this Performance Work Statement (PWS) is to define the repair and service support requirements for the ChipCHECK Laser Induced Breakdown Spectroscopy (LIBS) unit for the United States Air Force. It is expected that all USAF ChipCHECK users will have this service support through this Joint Oil Analysis Program (JOAP) contract initiative. The extended service/repair support shall provide for the repair and/or replacement of ChipCHECK units exhibiting defects in materials and workmanship, subject to the exclusions specified elsewhere in this PWS.

1.1.2 Background

1.1.2.1 ChipCHECK is used to analyze magnetic chips retrieved from the magnetic chip detectors (MCDs) of the F110, F118-101 and F100 engines. The ChipCHECK qualitatively and quantitatively analyzes metal chips. ChipCHECK has a robust library of material it detects including, steel and stainless steel alloys, silver, tungsten carbide, chromium and nickel plate.

Specifically, the ChipCHECK is approved by the United States Air Force to look for the presence and amount of M50 steel and M50 NiL steel bearing material in the chip samples taken from the MCDs. Presence of either material is an indication of a bearing failure.

1.1.3 Period of Performance

1.1.3.1 Period of Performance shall be for one basic year with four one-year options.

1.2 Work Requirements

For purposes of the PWS the service week shall be defined as Monday through Friday, 0800- 1700 Central Standard Time, excluding US Federal holidays and planned facility shutdown days, unless stated otherwise.

1.2.1 Telephone/E-mail Support

1.2.1.1 Contractor shall provide telephone support 24 hours a day, 7 days a week or 5 standard weekly business days (M-F), depending on the service plan chosen by the JOAP Office. The contractor is expected to provide minimum interim solution during the initial telephone conversation with a 100% solution within 2 service or business days. Contractor shall also provide email support available for utilization by partner bases, expected to provide return communication within 2 service or business days.

1.2.2 Repair Strategy

1.2.2.1 Partner bases shall contact the service provider for support by telephone or e-mail. The service provider shall troubleshoot the issue by correspondence and determine if the unit is a candidate for online repair. The determination for online repair shall be made within 2 service days (24/7) or 2 business days (M-F) of the initial call/e-mail depending on the service plan chosen by the JOAP Program Office. Responsive two-way communication is required for this 2-service day determination. The contractor will not be held accountable if the partner base does not respond within two service days (24/7) or 2 business days (M-F). When it is determined that a ChipCHECK in the field requires a GasTops repair & return service, the JOAP Program Manager shall be contacted to submit authorization for services prior to equipment being shipped to the freight forwarder. Shipping expenses to GasTops facility shall be covered by the base with tracking to both the freight forwarder and from the freight forwarder to GasTops. GasTops shall be responsible for shipments with insurance from their facilities back to the partner base’s freight forwarder.

Unless otherwise instructed, the package to be shipped shall include:

If a unit requires repair over $75K, then an itemized repair cost and data list shall be sent to the JOAP Program Manager. If the partner base elects repairs over $75K, an Over and Above CLIN Delivery Order (DO) will be required for all costs over $75K. If partner base elects not pay the Over and Above repair charges, the partner base will determine disposal in place, retention of limited components, return full unit to country via the freight forwarder, clear unit memory of data and the requirement to return data to country. Condemned units can be replaced via the procurement contract. During the repair process, all components shall be inspected for serviceability. Shipment tracking information to the freight forwarder shall be given to the JOAP Program Manager.

1.2.3 Repair of Items

1.2.3.1 The Contractor shall repair the ChipCHECK unit to a fully operational status. The repair work encompasses the disassembly, cleaning, inspection, maintenance, reassembly, troubleshooting, and testing/finishing actions required to return the items to a serviceable condition. The Contractor shall replace any component parts that do not meet specified inspection requirements or any part where there is doubt as to its six-month serviceability or longevity, at the Contractor’s expense. This includes any part requiring replacement due to catastrophic failure, fatigue failure, or normal deterioration (not customer induced causes).

Repairs will be performed at the Contractor’s facility to allow the Contractor to comply with laser safety precautions, such as the use of a laser safe room, whenever ChipCHECK is disassembled for repair. An Over and Above CLIN, if authorized, will be used for any charges over $75K.

1.3 Software

Air Force Induced Software Issues. Software issues that occur when changes or updates are made to the AF network are not the responsibility of the contractor. However, the Government may require Contractor support to resolve the software issue and return functionality of the unit on the AF network. Support may involve telephone conversations with the Government or travel to a Government location to help resolve the issue.

1.3.1 Contractor Induced Software Issues

1.3.1.1 The Contractor shall maintain and update the software for the ChipCHECK in order to keep the unit in optimal functioning condition. Major Contractor induced software problems, which are problems that cause the unit not to perform its function of accurately analyzing and generating reports that identify the metals in chip samples, shall be worked promptly by the Contractor to reduce the impact of equipment down time. The Contractor shall resolve major software issues in a time not to exceed 10 service days from the day the Contractor was notified of the major problem. If the major issue cannot be resolved after 10 service days, the JOAP Program Manager and Procuring Contracting Officer (PCO) shall be notified and provided the Contractor’s Corrective Action Plan [CDRL 008] and expected time to resolve the software issue. Minor software issues are issues that do not directly impact the functionality of the equipment and shall be corrected with the Contractor’s annual software updates.

1.3.2 Software Library

1.3.2.1 The Contractor shall make additions to the ChipCHECK software library up to 5 times a contract year or as required by the F110/F118-101 mission (directed by the USAF F110/F118- 101 Engineering Team). Any non-F110/F118-101 mission additions to the software library will be considered an Over and Above workload.

1.4 Over and Above

1.4.1 Work Not Covered

1.4.1.1 Over and Above will be considered for non-F110 software changes or for work not covered by the line items for the basic work under the contract but within the general scope of the contract. Identification of missing part(s) must be revealed within 5 service days after induction for repair and reported to the PCO in the form of a Supply Discrepancy Report using SF 364 [CDRL A007]. The Contractor also shall obtain approval from the PCO prior to performing Over and Above workload. Any required travel with Over and Above shall be accomplished IAW the Joint Travel Regulation (JTR).
