About this file
This is Addendum 2 to the Request for Bids (RFB) issued by Franklin County, New York for wireless network microwave installation under the MIP3 (Multi-Jurisdictional Intergovernmental Procurement) program. The project involves installation of microwave network infrastructure across five county sites, with scope including four complete microwave paths and nine terminals (excluding a Mohawk terminal to be covered under a separate RFB). Equipment quantities include eleven Aviat WTM 4800 radios, pre-terminated fiber jumpers, antennas, and associated networking equipment. The addendum clarifies that the Musco monopoles and foundations will be installed under a separate contract prior to telecommunications contractor mobilization, with the microwave installation contractor responsible for antenna mounting and fiber/power conduits up the poles. The anticipated Notice-to-Proceed date is to be determined, with project completion required by December 31, 2026. No pre-bid site visit is being arranged. Bids were due September 8, 2026, and Franklin County reserves the right to make awards within forty-five days of bid opening, during which time bids must remain firm.
The addendum addresses numerous technical and scope clarifications through a question-and-answer format, confirming that no bid bond is required, pre-terminated fiber jumpers will be used rather than field fusion splicing, and fiber acceptance testing requirements are specified on page 60 of the RFB documents. The Fort Covington water tower installation requires contractor-furnished pipes and C-clamps for antenna attachment with no welding or drilling permitted, and the contractor must provide a safety plan and fall-protection systems. A licensed electrician is required for electrical work and National Grid inspections. Contractors must price a JLG man lift for equipment access, as the Musco pole contractor's crane will only be available after the fourth pole installation. The project operates under 2025 prevailing wage schedules, and no MWBE or DBE contracting goals are established. No incumbent contractor has been awarded a substantially similar contract within the past five years. Hudson Valley Wireless will provide technical support for equipment commissioning and network integration.

Franklin County MIP3 - Wireless Network Microwave Installation RFB.26-0908-1 Addendum # 2
I’m not seeing any bonding requirements anywhere (unless I’m missing it) - could you confirm?
Response: No bid bond is required for the RFB.
Can you confirm if we are responsible for the trenching, conduit, backfill, and restoration from the Musco pole/foundation over to the utility connection? The Burns-Holden C01 drawing shows the underground power conduit as “By Franklin County,” so I just want to make sure we are carrying the correct scope.
Response: Musco pole installation contractor will install the conduit, stubbed up by the utility and Musco pole. MW installation contractor will be responsible for the conduits up the pole for fiber and power.
At Fort Covington, is the proposed pipe mount and attachment hardware something we are to furnish, or will that be provided by the County? The Fort Covington Mount Analysis identifies the required mount as “Proposed Pipe Mounts.”
Response: Yes
Does the Musco Approved-Installer requirement apply to the contractor performing this wireless/network installation even though the Musco poles and foundations are being installed under a separate contract?
Exhibit 7, page 79, calls for a current Musco Approved-Installer Letter.
Response: Not for the antenna and cabinet installation.
Please confirm whether the installation contractor is responsible for field fusion-splicing the LC pigtails and completing the fiber terminations using the County-furnished splice trays and enclosure hardware.
On the material list provided in the link below is has Panduit LC OS2 12-strand pigtail kits, fiber splice trays, fusion splice protector sleeves, and splice sleeve holders which make it appear that some field fusion splicing might be required but not seeing it on any of the CD’s.
Response: The scope of this project is to use pre-terminated fiber jumpers for the microwave paths and equipment connections.
What fiber acceptance testing is required: light-level/power testing only, or OTDR/OLTS testing as well?
Response: See page 60 for testing requirement.
Please confirm our responsibility for the Fort Covington-to-Mohawk microwave path. Is our scope limited to installing the Fort Covington-side equipment, or does it also include alignment, commissioning, testing, or coordination with the separate Mohawk RFB?
Response: The Fort Covington/Mohawk MW path is not part of this RFB.
Document & Data Requests
Please provide the following missing or unattached reference documents:
o Exhibit 4 Excel price form o Owner-Furnished Materials workbook o Construction drawing sets for all five sites o QA/QC supplements and photographic-documentation requirements o Current prevailing-wage schedule for PRC No. 202611916 o All addenda issued to date
Response: All documents can be found in the RFB. MIP3 - Wireless Network Microwave Installation
RFB.26-0908-1
Site Technical Data: Please provide required cable lengths, routing details, antenna centerlines, mounting arrangements, azimuths, and downtilts for each site.
Response: See drawings in the RFB, link above.
Fort Covington Water Tower Details: Please provide structural and access information, including existing climbing/fall-protection systems, permitted attachment methods, coating-protection/restoration requirements, access restrictions, structural/rigging limitations, and confirmation on whether welding or drilling is prohibited.
Response: PE structural letter in RFB. No fall protection currently installed, contractor will provide a safety plan before rigging. Contractor will provide all the pipes, C-clamps to attach antennas and cables to the water tank. NO welding or drilling is allowed.
Scope & Technical Clarifications
Radio Quantities: The equipment table lists nine Aviat WTM 4800 radios, while the narrative states ten active terminals will be installed. Please confirm the correct quantity and site allocation.
Response: Eleven (11) radios are required, see BOM summary for a complete list of materials.
Microwave Paths: Please confirm if the scope under this package includes four complete microwave paths and nine terminals across the five listed sites, with the Mohawk terminal excluded (noted as part of a separate RFB).
Response: Four (4) completer microwave paths, Mohawk to Ft. Covington will be in another RFB.
Civil Infrastructure Pre-requisites: Please confirm if the four Musco monopoles, foundations, climbing systems, equipment platforms, cable-management provisions, and cabinet supports will be fully installed and accepted prior to telecommunications contractor mobilization.
Response: Yes, the Musco poles will be installed, and the cabinet frame will be provided. The plan is to work with the Musco pole contractor to install the antennas on each pole at the time of erection, and work backwards using the crane (provide a JLG or man lift in your quote) to align the azimuths.
Equipment Commissioning Division of Responsibility: Please clarify the division of responsibility between the County/HVW and contractors for Tarana programming/commissioning, Aviat radio configuration, MPLS router programming, IP/VLAN configuration, firmware loading, NMS integration, and end-to-end network/subscriber testing.
Response: Hudson Valley Wireless will provide technical support.
