STATEMENT OF WORK
FCI II BUTNER – B & F PROJECT 23Z1AN7
REPLACE ROOF
A) INTRODUCTION:
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex, Butner NC, intends to make an award to single responsible entity for the provision of Replace Roofs at the Federal Correctional Institution 2 located at 7799 Old Oxford Rd, Butner NC 27509 (FCI 2 Butner).
The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work, so long as the requirements are met in accordance with the policies described.
Any deviations from this Statement of Work must be authorized via modification issued by the Contracting Officer.
B) BACKGROUND:
FCI 2 Butner is a facility with a rated capacity of 864 medium security inmates within a secure perimeter fence, part of a larger complex that includes, Federal Medical Center, Federal Correctional Institution I, Low Security Institution and Federal Prison Camp. The institution was activated in 2005. The project entails the reroofing of buildings listed below. Most buildings are single‐story load‐bearing precast and steel frame structure, however there are limited areas that include two story buildings. The typical roof structure is metal deck over steel bar joist with 1/4" per foot structural slope toward one parapet. The Special Housing Unit building has a concrete deck with slope achieved with tapered insulation. The existing roof system on the buildings is a fully adhered TPO on 4” thick rigid insulation, original to the building, installed in 2004. Most buildings have standing seam metal covered walkways on one or more sides, with no project scope. Aerial Google Map images of the institution site and buildings are provided along with photographs of existing conditions.
A significant amount of the existing roofing is delaminated from the substrate, and the membrane itself is failing. There have been numerous leak repairs over time. It is assumed that all insulation is no longer serviceable. This project will include complete removal of the existing roof system down to deck. Contractor will allow FBOP to review the deck to determine if any metal deck repairs are needed.
C) SCOPE OF WORK:
1) Certify and install a new roof system, to cover the existing deck. The new roof is to be fully‐ adhered reinforced thermoplastic polyolefin (TPO) membrane in compliance with ASTM D6878, minimum thickness 72 mils, placed over polyisocyanurate insulation and fiberglass‐faced gypsum cover board, mechanically attached to the existing deck. Flashing membranes, fasteners, miscellaneous materials, and hot‐air‐welded lap seams shall be as required by the manufacturer for the specified wind loads and warranty. Provide all new sheet metal flashing and trim around the perimeter of the roof, new expansion joints, and at all rooftop equipment and roof penetrations. All work shall be consistent with the published recommendations of the National Roofing Contractors Association (NRCA) and Sheet Metal and Air Conditioning Contractors National Association (SMACNA). Roof slope is to be achieved using uniform‐thickness insulation over the existing sloped structure, with tapered insulation saddles between roof drains. System shall be rated for wind speed up to 120 MPH, with loads calculated according to the International Building Code, 2018 edition, for Risk Category III, Exposure Category C. Unless noted otherwise in the SOW. Insulation on the field of the roof shall have minimum R‐Value of 30 and shall be placed in not less than two layers with joints staggered. The contractor will install a walk pad material to all equipment on the roof. The walk pads will also be placed at a distance of 15 feet from the perimeter of the roof for staff to perform security checks of the roof. This will also act as a safety/fall protection zone barrier. The walk pads must be a different color than the roof. The contractor will be responsible for removing and reinstalling the existing lighting protection system. The

Sensitive But Unclassified – SBU Page 2 of 7 contractor will be responsible for removing any equipment on the roof to properly install roofing. The TPO membrane will wrap over top of the parapet wall to seal off top of wall. The contractor must provide a non‐ fixed handrail system for all equipment within the 15 foot safety boundary to the parapet wall.
2) The contractor will submit all material submittals to the Contracting Officer Representative for review.
3) The following is a breakdown of the FCI 2 buildings and roof information.
a. Phase 1: The intent is for these roof areas to be completed in the time of year that is best for TPO roof construction. To be completed in the order listed, ii and iii can be done at the same time.
i. Powerhouse: Is a single‐story metal roof building with a square footage of 12,526sf and approximately 560’ of perimeter parapet. Refer to attachment “C” drawing # A391.1. This roof has a risk category of “4” which indicates a wind load of 125mph.
ii. Education, Psychology, Religious Services, Multi‐use, Assembly: Is a single‐story metal roof building with a square footage of 20,823sf and approximately 850’ of perimeter parapet.
Refer to attachment “C” drawing # A491.10. This roof has a risk category of “3” which indicates a wind load of 120mph.
iii. Vocational Training: Is a single‐story metal roof building with a square footage of 9,738sf and approximately 415’ of perimeter parapet. Refer to attachment “C” drawing # A491.9.
This roof has a risk category of “3” which indicates a wind load of 120mph.
iv. UNICOR: Is a single‐story metal roof building with a square footage of 51,049sf and approximately 940’ of perimeter parapet. Refer to attachment “C” drawing # A491.7. This roof has a risk category of “3” which indicates a wind load of 120mph.
v. Health Services, Inmate Systems: Is a single‐story metal roof building with a square footage of 19,701sf and approximately 810’ of perimeter parapet. Refer to attachment “C” drawing # A491.2. This roof has a risk category of “3” which indicates a wind load of 120mph.
b. Phase 2: The intent is for these roof areas to be completed in the time of year that is best for TPO roof construction. To be completed in the order listed.
i. Recreation: Is a single‐story metal roof building with a square footage of 17,338sf and approximately 655’ of perimeter parapet. Refer to attachment “C” drawing # A491.3. This roof has a risk category of “3” which indicates a wind load of 120mph.
ii. Special Housing Unit: Is a two‐story concrete roof building with a square footage of 13,313sf and approximately 785’ of perimeter parapet. Refer to attachment “C” drawing # A691.1.
This roof has a risk category of “3” which indicates a wind load of 120mph.
iii. Visiting, Staff Assembly, Correctional Services: Is a single‐story metal roof building with a square footage of 15,166sf and approximately 410’ of perimeter parapet. Refer to attachment “C” drawing # A491.1. This roof has a risk category of “3” which indicates a wind load of 120mph.
iv. Maintenance Shops: Is a single‐story metal roof building with a square footage of 16,234sf and approximately 535’ of perimeter parapet. Refer to attachment “C” drawing # A491.5.
This roof has a risk category of “3” which indicates a wind load of 120mph.
v. Guardhouse: Is a single‐story concrete roof building with a square footage of 720sf and approximately 115’ of perimeter parapet. Refer to attachment “C” drawing # A721.1S. This roof has a risk category of “3” which indicates a wind load of 120mph.

4) Warranties: Minimum 20‐year roofing manufacturer’s warranty and 2‐year installer’s warranty. Minimum 10‐year sheet metal flashing installer warranty. Sheet metal flashings with an applied color coating shall be warranted against cracking, chalking, or fading for minimum 20 years.
5) All existing roof material and base flashing, including all insulation, is to be removed, down to the deck.
6) Restore any items disrupted or damaged by construction operations to their original working condition, including but not limited to adjacent metal roof systems, electrical, lightning protection, plumbing, pipe insulation, HVAC, fire alarm, fire suppression, fence, lawn, walkways, and paving. If life‐safety systems must be taken out of service at any time, provide minimum 7‐day notice to the Contracting Officer’s Representative (COR). FBOP personnel will provide fire watch. No life safety system shall be out of service during a weekend or Government Holiday.
7) Remove all construction debris, and legally dispose of off‐site. Do not burn or bury on site.
The project shall comply with all appropriate State and Federal codes and regulations, including the latest editions of the International Building Code, International Plumbing Code, International Mechanical Code, National Electrical Code (NFPA 70), Life Safety Code (NFPA 101), applicable NFPA standards, and environmental regulations.
It is not expected that hazardous materials will be encountered during performance of the Work. If suspected hazardous materials are encountered, do not disturb, and notify the Owner.
D) CONSTRUCTION:
1) Meetings:
a) Attend a Pre‐Construction Meeting at the institution site to discuss logistical issues, including initial proposed Construction Schedule, work schedules, security procedures for personnel and tools, storage of materials and equipment, payment procedures, etc. Submit proposed Construction Schedule not less than seven days prior to the meeting.
b) Attend Progress Meetings at intervals requested by the Contracting Officer, but not longer than monthly, to discuss work accomplished during the previous interval, work planned for the next interval, issues of concern, and whether project is ahead of, on, or behind schedule. If behind schedule, provide a plan for getting back on schedule. The Registered Design Professional shall attend these meetings, perform an on‐site progress review, and submit a written meeting summary and field report.
2) Working Conditions:
a) Working Hours: All work is to be completed between the hours of 7:00 AM – 3:30 PM, Monday – Friday, excluding Federal Holidays. Workers will start check‐in and tools/materials security process at the beginning time and must stop work and clear the construction site in sufficient time to complete the tools/materials security verification process by the end time.
(i) Any work required to be completed at any other time than noted above must be requested and approved in writing not less than five (5) working days in advance. The Contractor should not assume that such requests will be approved.
(ii) This is an operational correctional institution, and delays may be encountered due to security concerns within the institution. Contractor should plan for time necessary for security screening of personnel, tools, materials, and equipment, and for reasonable delays due to inmate movements, institution lock‐down or other emergency, fog or other weather event, etc. In the event of an Institution emergency, the Contractor will be instructed to secure all work, secure and stow all tools, equipment and materials, and will be escorted from the work site. Work will be suspended until the institution emergency passes.

b) Delivery of Materials: All construction materials/equipment required for work on this project is required to be processed by the Contractor and coordinated with the COR for temporary storage.
(i) All construction related deliveries which are directly shipped to the Contractor may be received between the hours of 8:00 AM – 2:00 PM, Monday – Friday, excluding Federal Holidays. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery. The Contractor or his representative must be present to verify and accept the delivery.
(ii) The Contractor shall be responsible to provide for its own means of loading and unloading Contractor material and equipment.
(iii) The existing building will remain in operation throughout the project duration. Obtain written permission not less than 48 hours prior to obstructing Owner access to drive lanes and pedestrian walkways.
c) Storage of Materials and Equipment: Except as noted below, all materials, equipment, and tools not permanently attached to the building must be removed from the work site each day, and stored in a designated area mutually agreed upon between the COR and the Contractor. Roofing materials may be stored on the roof overnight, if properly protected from weather. A staging area in the parking lot near the building will be designated for the Contractor’s use. Materials not on the roof, and all tools (even if on the roof) must be stored in a secure lockable gang box or shipping container, size to be determined by the Contractor and the COR. The gate/door to the storage box shall be locked. All materials, tools and equipment stored within the storage box/container will be neat and stored in a safe manner. Materials may not be stored at a height that would create a fall hazard.
(i) All tools will be accounted for on a daily tool inventory sheet at the beginning and end of each workday, when removed from and replaced into storage container and entering/exiting the premises. Report lost or broken tools to the escorting officer immediately. All parts of broken tools must be accounted for.
(ii) No cutting tools, ropes, extension cords, ladders, motorized equipment or vehicles will remain on the premises overnight, unless specifically approved by the Captain.
d) Security Clearance/Contractor Badges: All personnel must successfully undergo an NCIC background check and attend institution orientation training prior to being allowed access to the institution.
(i) The Contractor shall be responsible to comply with Homeland Security Presidential Directive (HSPD)
12. The Prime Contractor is responsible to obtain all required documentation from their employees and subcontractors, review for accuracy, and submit to the FBOP. The Government will not accept security clearance packages from subcontractors.
(ii) All security clearance forms shall be submitted to the COR by the Prime Contractor, a minimum thirty (30) working days prior to the start of work. Security clearances will be in effect for the term of one year. Prior to the time of expiration, it is the responsibility of the Contractor/worker to notify the COR to have clearance conducted and a new badge issued.
(iii) In cases of disapproval, the FBOP will only inform the Contractor that approval has been denied. In compliance with the Privacy Act, the FBOP cannot release information to the Contractor regarding the reason any worker is denied clearance.
(iv) Maintain a list of approved screened personnel.
e) Safety and Personal Protective Equipment: The Contractor is responsible for jobsite safety. All Contractor personnel shall have and wear the required personal protective equipment (PPE) prescribed by Occupational Safety & Health Administration (OSHA) regulations and industry standards at all times while on the job site. It is the responsibility of the Contractor to provide all such equipment.

(i) All ladders, regardless of the size, shall be secured to a stationary fixture with a chain and lock in a pre‐determined area, in a way that they cannot be removed.
(ii) Extension cords, regardless of length, must be in good condition with no broken outer insulation, and must be secured in a locked construction gang box.
(iii) Systems requiring lock‐out/tag‐out will require both Contractor and institution locks on the isolation point to prevent shock. All lock‐out/tag‐out procedures shall comply with the institutional lock‐out program. The institution will ensure all power sources required for safety to prevent back feeding are locked‐out and tagged‐out with Contractor and institution representative signatures.
(iv) The Contractor shall provide to the COR (3) three copies of the material Safety Data Sheet (SDS) on all materials and substances that may be used over the course of the project. In the event the material is not approved by the Institution Safety Manager via the COR, it is the responsibility of the Contractor to locate and procure an alternative product.
f) Worker Restrictions: Workers will be escorted by Bureau of Prisons staff at all times. The COR will ensure a representative is present to allow access to all areas requested by the Contractor.
(i) Workers may not wear khaki or olive‐green clothing, as inmates wear these colors. Sleeveless shirts, shorts, and camouflage clothing are not permitted.
(ii) Use of tobacco products and other controlled substances on project site is not permitted. On Federal property, smoking is only allowed in designated outdoor areas. This policy will be strictly enforced. If prescription or other medication is required, bring only the amount of needed during the work shift.
(iii) Interaction with inmates is prohibited.
g) Employee Identification: Contractor personnel working on site must bring valid photo identification to the institution each day.
h) Electronic Devices: Cell phones, two‐way radios/pagers, cameras, tablets, and laptop computers are not permitted on the work site.
(i) FCI II Butner Facilities Department maintains a digital camera that will be utilized by FCI staff to document the project work. Upon request, the Contractor may have copies of these photos, and may request that photos be taken of specific conditions.
3) Temporary Facilities and Controls:
a) Utilities: Electricity (120V) for battery chargers and small hand tools, potable water, and toilet facilities will be available for the Contractor’s use, at no charge.
(i) Extend temporary lines from existing service as needed and remove before project completion.
(ii) Any other utilities required to accomplish the Work must be provided by the Contractor for no additional cost.
b) Do not interrupt existing utilities, except under the following conditions:
(i) Notify the Institution not less than two days in advance of proposed interruption and obtain written permission before proceeding with the interruption.
c) The building is equipped with a roof hatch. This hatch will be available for routine personnel access. The Contractor shall provide their own means to elevate materials to the roof.
d) Waste Storage and Removal: Unless otherwise indicated, demolition and construction waste become the property of the Contractor, and shall be removed from the project site, and disposed of legally.

(i) Contractor shall provide suitably sized open‐top waste containers.
(ii) Daily removal of waste is not required. However, Contractor must provide 72 hours advance notice to Owner before waste containers are to be removed. Waste is subject to inspection by the Government prior to removal. Filled dumpsters must remain locked in the Rear Gate for a three inmate counts (approximately 24 hours) before being moved outside the gate. Once removal is approved, the container shall be immediately loaded and removed from Government property.
e) It is the Contractor’s responsibility to protect Government property while making repairs. Damage initiated by the Contractor shall be corrected and restored to previous condition at no cost to the Government.
4) Progress Documentation:
a) Daily Construction reports: Submit at weekly intervals. Reports shall document:
(i) List of subcontractors on site, with count of personnel for each (including Prime Contractor personnel), verifying that all workers are pre‐approved to be on the site.
(ii) Material Deliveries.
(iii) High and low temperatures, general weather conditions, including precipitation.
(iv) Accidents or other unusual events.
(v) Requests or other documents submitted.
(vi) Orders, requests, or Contract Modifications received and implemented.
(vii) Services connected and disconnected.
b) Schedule Updates: If the actual work progress deviates significantly from the plan, submit a revised schedule.
c) Changes: If field conditions warrant consideration of a change to the approved design, submit a written request with documentation to include photos, sketches, and cut sheets, as appropriate to support the request. Do not implement the change without the written approval of the Contracting Officer and the FBOP Mid‐Atlantic Regional Office.
d) Record Documents: As the work proceeds, make notations on drawings to record locations of items not easily identified in the finished work. At project completion, update the CAD files to record these items.
5) Testing and Inspections: Perform all tests and inspections necessary for the manufacturers to issue the specified warranties. Submit all test reports to the Registered Design Professional and the Regional Architect within 24 hours. The Registered Design Professional shall identify any results not meeting project requirements and shall recommend steps to correct the deficiency. After correction of the work, re‐test and resubmit, until satisfactory results are achieved. The Registered Design Professional shall visit the project site at least once during the Construction Phase, at Substantial Completion.
6) Certification Upon Completion of Construction: The Registered Design Professional shall provide written certification upon project completion, that the project meets Building Code and Contract requirements, and that all required tests and inspections have been performed, with no uncorrected discrepancies.
E) Record Documents: At Project completion, update the Construction set to reflect “As‐Built” conditions.
Assemble all construction submittals into a single comprehensive set. Any 11”x17” documents shall be folded and bound with the manual. In the paper copies shop drawings larger than 11”x17” shall be printed full size bound with the Construction set, as well as at reduced size in the manual.

Miscellaneous Services: All miscellaneous services in connection with the services described herein, unless noted otherwise (e.g.: travel, postage, delivery services, long distance telephone calls, etc.) shall be provided by the
Contractor as part of this work at no additional cost to the government.
