Pricing Instructions for Implementation and Integration – Standard Auction Design (CLIN 5)
Offerors shall supply a labor rate for the labor categories represented in the chart below. The chart represents the total estimated hours in all expected labor categories for Implementation and Integration –
Standard Auction Design (CLIN 5) for base year of the contract. The Offeror’s calculated proposed price for the CLIN will be of the sum of all products of multiplying Offeror’s labor rate for each labor category.
The labor distribution and number of hours are estimation and are provided for evaluation purposes only.
The hours necessary for Implementation and Integration – Standard Auction Design may vary substantially from the estimate used for bidding purposes. The total ceiling for this project is
$900,000.00. This is ONLY an estimated project cost and it does not guarantee the Government’s obligation.

The Contractor shall provide all necessary services for the successful integration of the software, including the configuration and/or minor modification of the contractor’s existing software to support the FCC’s auction bidding process and training to support the Commission’s

Each Offeror MUST propose a software delivery method, which is either to host the software at the Offeror’s preferred non-
FCC site OR have FCC host the software.
The Offeror shall insert the monthly price it will charge to host the software at its preferred non-FCC site in the unit price column and tally a proposed CLIN total.
If the Offeror proposes to have FCC host the software, the Offeror shall insert N/A in the CLIN unit price and in the total column. However, for such offers, FCC's estimated cost of hosting the software
($1,000,000.00 per year) will be added to the Offeror’s price for evaluation purposes.

implementation of the software. Modifications to the software requiring development and implementation and documentation shall conform to the FCC’s software development lifecycle
(system analysis, design, development, testing, operational support and maintenance).
Activities included in the scope of this work include: system design, requirements analysis and definition, configuration of software and interfaces developed to support bidding, data and reporting formats, user categories, security profiles, and FCC security standards. Additional activities will include testing, security, training, and documentation. The types of staffing required for this type of project may include some or all of the following categories. For each of these, please provide the hours and the hourly rate proposed. (Other labor categories are not included in the table below may also be proposed – when doing so, please include the rates for the any labor categories proposed).

Pricing Instructions for Special Projects
Offerors shall supply a labor rate for the labor categories represented in the chart below. The chart represents the total estimated hours in all expected labor categories for all Special Projects to be obtained by exercises of this optional line item in a given contract year. The Offeror’s calculated yearly price for the CLIN will be of the sum of all products of multiplying Offeror’s labor rate for each labor category in a given year by the number of hours for the labor category in that year. Include in the rate for option years any necessary escalation factor for those option years.
The labor distribution and number of hours are estimates and are provided for evaluation purposes only.
The hours necessary for all Special Projects in any given contract year may vary substantially from the estimate used for bidding purposes. When the optional contract line item is exercised for a Special Project and work is directed on T&M basis, an individual ceiling will be established for that line item.

Project option(s) exercise terms, work plan procedures (including conversion to firm fixed pricing), and not to exceed limitations for this CLIN over the contract life.
