About this file
This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Information Technology for Barton Radio Equipment (hardware only) under the Radio Communications 2018 Master Contract. The PORFP seeks Motorola D Series two-way radios with detailed specifications and quantities to be provided in attached technical documentation. The proposal must be submitted through Maryland's eMaryland Marketplace Advantage (eMMA) e-procurement system by April 13, 2026, at 2:00 PM, with questions due by April 8, 2026, at 2:00 PM. The equipment is required for delivery by June 1, 2026, to the address at 1926 Greenspring Drive, Timonium, Maryland 21093. This PORFP is limited exclusively to current Master Contractors already awarded contracts under the Radio Communications 2018 Master Contract (BPO #606B7400088), and interested bidders may submit a Letter of Authorization with their proposals.
The procurement is designated as a Small Business Reserve (SBR) with a fixed-price model. Bidding contractors must be authorized Motorola resellers and must provide manufacturer suggested retail price screenshots, estimated ship dates and lead times for all items, and a Mercury Affidavit if applicable. Pricing must remain valid for at least 90 days after the bid due date, and contractors must not impose restocking fees for items returned due to damage or incorrect shipment. Award recommendation will be based primarily on price as the evaluation criterion. Invoices should be submitted electronically to doitfiscal.invoiceservice@maryland.gov with copies to sean.javins@maryland.gov, and must comply with proper invoice requirements including contractor information, invoice period, contract number, and purchase order number. The agency contact is Cherise Edmonds at (410) 697-9672.
