About this file

This document contains a justification and approval for a sole-source bridge contract and the related federal contract opportunity. The justification is for a bridge contract with the incumbent vendor Advanced Information Systems Group, Inc. to provide educational and logistics support services for up to 700 civil-service merchant mariners aboard Military Sealift Command vessels. The bridge contract would cover an eleven-month base period from October 2020 to August 2021 with option periods to allow time to competitively award a follow-on contract, as the current contract expires in September 2020. The justification cites only one responsible source being able to meet the agency's needs due to the vendor's existing knowledge, infrastructure access, and personnel in place. The related federal contract opportunity is a solicitation for the bridge contract with Advanced Information Systems Group, Inc. to provide continued educational and logistics food services and maintain training for civil mariners.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC) General Services Division (N102B)

2. Description of the Action Being Approved: This is a justification for bridge action inclusive of a base period of eleven (11) months, a one-month phase-out option and (2) three month option periods, if exercised for Advanced Information Systems Group, Inc. (AISG).

3. Description of Supplies/Services: MSC is owner and operator of more than fifty, (50) civilian-mariner (CIVMAR) maned ships and is responsible for ensuring the operational readiness of its ships throughout their active service period. Each shipboard supply department plays an important role in overall MSC ship operations and provides key services, including supply and configuration management, combat logistics, food services, and hotel/laundry operations. The anticipated bridge contract is for a base period of eleven (11) months, a one-month phase-out option and (2) three month option periods. The base period of performance is 01 October 2020 – 31 August 2021.

4. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(a)(2)(iii)(B).

5. Rationale Justifying Use of Cited Authority: The incumbent vendor is currently providing an effective, accessible, responsive, and high-quality training program to increase and maintain the professional knowledge and skills of CIVMARs in food and logistics support services. The incumbent currently provides educational support services for the professional development of up to 700 CIVMARs and other merchant mariners, as designated, both afloat and ashore under contract N62387- 15-C-8000. The period of performance completion date is 30 September 2020. In order to mitigate the risk of a lapse in mission-critical support services, a bridge contract action is required to allow the Government adequate time to execute the follow-on contract action. The Government anticipates the award of the follow-on contract action to exceed one year from requirement generation to contract award. The incumbent vendor has the corporate knowledge, and adequate personnel strategically placed to ensure continuity of the required food and logistics support services. Additionally, it has access to the Government infrastructure required to perform the required training. There is insufficient time to execute the follow-on contract action and conduct the required phase-in operation prior to the completion of the current period of performance. Failure to have these educational and logistics support service will result in a deficit of CIVMARs properly trained to accomplish the key services that are required to effectively sail MSC’s vessels and thus meet MSC’s mission. Therefore, without this Bridge Contract action, the risk of mission failure will increase significantly.

6. Description of Efforts Made To Solicit Offers from as Many Offerors as Practicable: The

Government intends to post a Notice of Intent to Sole Source and this Justification and Approval (J&A) at the Government Point of Entry, beta.SAM website to notify industry that AISG, will continue as a Sole-Source effort. However, due to time constraints and the complexity of the requirement, it is only practicable to solicit from a single source for the bridge action. The Government will actively compete the follow-on effort once the Sole- Source contract is in place.

7. Determination of Fair and Reasonable Cost: The Contracting Officer will determine the anticipated cost to the Government of the supplies/services covered by this J&A to be fair and reasonable in accordance with FAR Part 13.

J &A No. N32205-20-R-4117

Market Research: The incumbent vendor (a Small Disadvantaged Business) is currently performing training of food and logistics support services in support of MSC, under contract N62387-15-C-8000.

The period of performance completion date for this contract is 30 September 2020. The incumbent vendor has successfully performed these services for the past five (5) years.

Market Research evidences that this requirement is for the acquisition of commercial services. Two Market Surveys were preformed, number N102B-20-0001 was released on 03 October 2019 and N102B- 20-0001-01 was released on 01 November 2019. Both were posted on the Government Point of Entry, beta.SAM. The notices received multiple responses, although no contractor was deemed capable at the time. Although there are several sources expressing interest, without executing a Sole-Source bridge contract action, the risk of mission failure increases significantly. However, this research evidences that it is likely that there will be competition on the future follow-on requirement. The government will ensure that the follow-on PWS facilitates maximum competition.

8. A Listing of the Sources, if any that expressed, in writing, an interest in the Acquisition:

Vendor Name

International Logistics Systems, Inc.

Learning Consultants

Metris Global

Red River Science & Technology, LLC

9. Actions To Remove Barriers to Future Competition: This contract crossed sections within N102, which resulted in a change of personnel, due to the workload at that time. In addition, the Contracting Officer’s Representative and Contract Specialist changed as well. As such, MSC is re-writing the PWS to ensure that the minimum requirements of the acquisition are articulated in a performance-based manner, with sufficient details, to facilitate maximum competition on the future requirement.

The follow-on procurement package is in the initial stages of development, and the anticipated award date of the follow-on competitive contract action is 01 August 2021.
