Document Imaging Specialists, LLC is the only known source capable of providing the required File360 licensing, proprietary API and records-management code developed specifically for NMIC, and migration support without significant disruption. Intent to Award Notice – 140G0126Q0291

The US Geological Survey (USGS) has for a new non-competitive, firm fixed price Contract for File360 Software & Modules and Micrographic EPM, Imagelink 2400 DV-Plus.

The National Minerals Information Center’s (NMIC), Minerals Archival and Retrieval System (MARS) provides for the archival of vital USGS minerals information data. This archival system meets the National Archives and Records Administration requirements as set by law for all Federal Agencies. Operation of MARS is dependent upon the Open Text File360, Kodak and Eastman Park Micrographics, Inc.

software/hardware to perform data capture, storage, and retrieval. On-line data capability using File360 software provides ready access and flexibility for Team members to obtain minerals data from their workstations.

The total anticipated period of performance will be 10/01/2026 – 09/30/2027.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Document Imaging Specialist, LLC/IMS unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@usgs.gov no later than 09:00 AM Eastern, Monday, September 14, 2026, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The impending closure of the Reston Data Center requires the timely upgrade and migration of the existing File360 system and associated servers to ensure continuity of operations and data integrity.

The File360 system contains decades of critical survey data used by the National Minerals Information Center (NMIC) to support the Mineral Commodity Summaries (MCS) and development of the Nation’s critical minerals list. Any interruption could significantly delay these mission-critical publications and reporting requirements.

The system also incorporates proprietary API and records-management code developed specifically for NMIC by Document Imaging Specialists, LLC (IMS). The proprietary code automates the transfer of survey responses from MIDS to File360 and supports the tracking and processing of electronic and physical survey records. Replacing this functionality would require significant redevelopment, testing, and data migration, potentially taking several months and creating unacceptable operational and data-integrity risks.

Document Imaging Specialists, LLC is the only known source capable of providing the required File360 licensing, proprietary functionality, and migration support without significant disruption to NMIC operations. Document Imaging Specialists, LLC is a small business and has previously provided File360 maintenance and related services to USGS under a total small-business set-aside.

Accordingly, award to Document Imaging Specialists, LLC, as a small business, on a sole-source basis is necessary to maintain continuity of operations, preserve data integrity, and ensure NMIC can continue to meet its mission and reporting requirements.
