About this file
This document is a Limited Sources Justification and Approval (J&A) for the purchase of a Cisco Catalyst 8300 Router (Gateway Server) to be used with the Field Assistance Service (FAS) Automated Call Distribution (ACD) phone system. The existing gateway server is at end-of-life and no longer approved for the Air Force network. The replacement Cisco Catalyst 8300 Router meets the required technical, network, and security specifications, including Joint Interoperability Test, Evaluation, and Certification (JTIC) and Air Force Approved Product List (APL) approval. Without this replacement, the FAS will no longer be able to field approximately 80,000 helpdesk calls per year in support of Air Force and DoD combat-related software systems. The Cisco Catalyst 8300 Router is a commercial off-the-shelf product available through government vendor contracts. The contracting officer has determined this replacement represents the best value consistent with FAR 8.404(d).

I. Contracting Activity.
The Field Assistance Service (FAS) Program Management Office has a requirement for our Automated Call Distribution (ACD) phone Gateway Server (router) to replace an existing device that is no longer Joint Interoperability Test, Evaluation, Certification (JTIC) nor Air Force Approved Product List (APL) approved, as well as at End of Life (EoL).
II. Nature and/or description of the action being processed.
Purchase of a CISCO Catalyst 8300 Router (Gateway Server) for use with the FAS ACD phone system.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
The FAS currently utilizes the Genisys PureConnect ACD phone system, but has awarded a contract to upgrade to the T- Metrics system. Our existing Gateway server is compatible with both systems, but as stated above, at End of Life (EoL) and no longer approved to be on the Air Force Network (AFNet). The replacement device is also compatible with both phone systems, is JTIC approved, on the APL, and available via government schedule Vendors.
Without replacement of the existing device, the FAS will no longer be able to field ~ per year helpdesk calls in support of ~80 AF/DoD combat related software systems. The replacement must meet AF/DoD technical, network, and security requirements for the existing systems and framework, including Joint Interoperability Test, Evaluation, and Certification (JTIC) and Air Force Approved Product List (APL) approval. The identified CISCO Catalyst 8300 Router meets those requirements.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.
The CISCO Catalyst 8300 routers are used on a daily basis for facilitating IP and data traffic securely in cloud and on premise solutions for industry, government, the Air Force, and Department of Defense. They are a commercial off the shelf product available via government vendor contracts.
VII. Other facts supporting the justification.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
It is AFLCMC/GBKA's policy to seek fair opportunity whenever possible. This request, however, is for a specialized Brand Name Cisco Catalyst 8300 Gateway Series Router Server to meet specific DoD/AF network and cyber technical and security requirements in relation to the FAS telephony automated call distribution capability. The use of brand name is reserved as the last remaining option and is pursued only after all other avenues are explored, considered, and deemed inadequate. As soon as future technology improvements and / or JTIC and Air Force Approved Products present a viable, cost-effective alternative solution, the Air Force will work towards a competitive solution.
