About this file
This document is a Justification for Soliciting from a Single Source under the Simplified Acquisition Threshold, which authorizes the U.S. Marshals Service (USMS) Justice Prisoner and Alien Transportation System (JPATS) to procure hangar space for one JPATS-owned Boeing B737 aircraft during inclement weather without full and open competition.
The justification states that Aviation Technical Services is the only reasonably available vendor that can provide the required services, considering factors such as proximity, security, and logistics. The proposed price of $52,500 for the 4-month period from May 15 to September 30, 2024, is deemed fair and reasonable based on the commercial pricing charged to all customers and comparison to previous purchases. The Contracting Officer has approved the sole-source acquisition pursuant to FAR 13.106-1(b)(1).

Indicate the FAR Authority
FAR 13.106-1(b) Only one awardee is capable of providing the supplies or services required
Reason for Soliciting Only One Source
Aviation Technical Services is the only reasonably available vendor that can provide the services required by JPATS, when considering proximity and locations to protect JPATS owned B737 aircraft for temporary parking during inclement weather.
Security and logistics are also primary considerations when procuring hangar space.
Aviation Technical Services offers a higher level of security than other hangers at the Kansas City International Airport. Aviation Technical Services offers a secure hangar space with unrestricted 24/7 access, emergency maintenance availability, and the proximity for emergency response by JPATS personnel. JPATS has not identified any other sources that can provide the storage and access requirements to meet the needs of the agency. The results of the Market Research indicate Aviation Technical Services as the only source available in the required geographical area.
Method for Determining Fair and Reasonable Pricing
The proposed price of $52,500.00 is considered fair and reasonable based on the following:
a. In accordance with FAR 13.106-3(a)(2)(iii) The proposed price is a commercial price charged to all customers.
b. In accordance with FAR 13.106-3(a)(2)(ii) Price compares favorably to price paid for the same services or similar services under a previous purchase.
