About this file
This is a Justification Review Document for Sole Source procurement under FAR 13.501 for Army Heritage Uniforms. The U.S. Army Mission and Installation Contracting Command (MICC)-Fort Eustis is seeking a firm-fixed-price contract for 18 complete sets of historically accurate uniforms representing 6 different war periods: Revolutionary War, Civil War, World War I, World War II, Korean War, and Vietnam War. Market research determined that TOP POTS is the only known source capable of providing the complete brand name uniforms with the required authenticity and detail. A Sources Sought Notice posted on SAM.gov from 28 August 2025 to 08 September 2025 received no capable responses. The government plans to award the contract in September 2025 using fiscal year 2025 Operations and Maintenance funds, with the understanding that this is a one-time purchase and future acquisitions will require additional market research to identify potential vendors.
