About this file
This document is a FAR 52.212-2 Addendum for a Naval Sea Systems Command solicitation (N4215825QS058) for LINK BELT 79 lift cylinders and LINK BELT 79 Jib cylinders. The procurement will use a Lowest Price Technically Acceptable (LPTA) source selection methodology, where vendors must submit a comprehensive technical package including Technical Capabilities Statement, Rigging Sketches, Vendor Certification, and Technical Data Sheets.
The evaluation process involves reviewing technical submissions for acceptability, with quotes ranked from lowest to highest price. The first technically acceptable quote at the lowest price will receive the award. Vendors must maintain price quotes valid for 60 days, with prices subject to government reasonableness determination. All submissions must be complete by the specified date and time, or risk disqualification. The solicitation allows for potential option pricing evaluation, with the government reserving the right to assess option prices for potential unbalanced pricing.

1. Technical Capability
2. Price Technical acceptability will be determined by reviewing, as applicable, the Technical Capabilities Statement Attachment, Rigging Sketches, initialed Vendor Certification, Technical Data Sheet/Brochure, and any other items requested in the Statement of Work.

Technical Evaluation Ratings:
Rating Description Acceptable Quote/Proposal meets all identified requirements Unacceptable Quote/Proposal does NOT meet all identified requirement The Government will conduct a Lowest Price Technically Acceptable (LPTA) source selection. To determine LPTA, the Government will place all quotes in order of lowest total price to highest total price. Starting with the lowest total priced quote, the Government will review the non-price submission for acceptability. If the quote is found to be "Acceptable," no other quotes will be reviewed, and award will be made. However, if the quote is found to be "Unacceptable," the next lowest total priced quote will be considered. This process will continue until either a quote is considered "Acceptable" or until all quotes have been considered "Unacceptable."
The Vendor's proposed price will be evaluated based on price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for sixty (60) days.
The completion and submission of the above items will constitute a quote and will be considered the Vendor's unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits.
Failure to provide all documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
