About this file
This is an Instructions to Offerors (ITO) document that serves as an addendum to FAR 52.212-1 for solicitation number FA810125Q0022. The document specifies submission requirements for offerors, including electronic submission via email to Michael.shand@us.af.mil or Anneli.walsh@us.af.mil with the solicitation number in the subject line. The deadline for offer submission is August 11, 2021 at 12:00 CST, and facsimile proposals will not be accepted. Offerors must provide their CAGE code, DUNS number, and submit a dated Offer Schedule marked with the solicitation number.
The evaluation process follows a two-step approach where offers are first evaluated for technical acceptability, and only technically acceptable offers will have their prices considered for award. The evaluation factors are Technical Capability and Price, with the Government intending to award to the responsible offeror whose conforming offer is most advantageous considering both factors. Award will be made through written notice of award or acceptance, creating a binding contract without further action. The Government may accept offers before their expiration time unless a written notice of withdrawal is received before award.
