About this file

This single source justification document outlines a proposed sole-source contract award for a life cycle cost analysis of commonly used bullet trap types. The Air Force Civil Engineer Center requires an economic analysis comparing four recommended bullet trap designs used in small arms ranges. An RFI was issued in May 2023 drawing two responses, but follow up with the 8(a) respondent was unsuccessful. Additional market research found that Project Solutions, LLC had previously conducted a similar study for the Air Force and was willing and able to complete the analysis within the required timeline as the only known woman-owned small business in the relevant NAICS code. Due to limited alternative sources, the contracting officer determined awarding sole source to Project Solutions was in the best interest of the government. Future efforts will identify requirements earlier to allow market engagement from additional small businesses.

Section B: Description of the Supplies/Services Required

The Air Force Civil Engineer Center/Force Development division requires an economic analysis using industiy best practices to analyze the most commonly used bullet trap types (not manufacturers) available for small aims ranges.

Bullet capture devices, i.e. bullet traps, are a critical prut of safe range operations. The intended objective is to request reseru·ch to dete1mine four recommended bullet trap types for analysis, followed by an EA compru·ison.

Section C: Justification for Soliciting from a Single Source or Brand Name

An RFI was posted on GSA on 23 May 2023 and closed on 2 June 2023. There were two vendor responses, one large business and one 8A business. The Government had required additional information from the 8A company and sent an follow up email on 23 August 23, tried multiple times to reach out via telephone, and they were non-responsive. The CO conducted additional market research and was unable to find previous studies performed for bullet trap life cycle analysis. However, through historical market research for similar or like requirements, the CO located an AFMAN 32-1067 study (FA8051-22-F-0044) that was awarded to an WOSB (Project Solutions, LLC). The WOSB was contacted and said they would submit a quote and were capable of providing the analysis within the Government's required timeline.

Section D: Efforts to Obtain Competition

Additional market research was performed by the CO via FPDS-NG, internet, SBA Dynamic, and contacting industry SM E's, to find alternative methods to conduct the bullet trap analysis but none could be found that could provide the in-depth and technical data to meet the Government's needs.

Due to the limited availability in the market, the Contracting Officer determined that it would be in the best interest of the government to award this requirement on a Single Source basis to the only known vendor that is an WOSB, and NAICS classified for this service, and can meet the Governments timeline.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the coming years, the Government will make concerted efforts to identify this requirement at an earlier stage to try and see if the other small businesses are capable and willing to register with the appropriate NAICS code to promote competition.
