About this file
This is a Sole Source Justification document for the Department of Veterans Affairs (VA) Caribbean Healthcare System seeking to lease a mobile Magnetic Resonance Imaging (MRI) trailer. The VA requires a six-month lease of one 1.5T Mobile MRI Unit with components, workstations, training, licenses, and vendor support due to their current MRI units being outdated or under replacement contract. The estimated contract value is $290,004.00, and the sole source vendor is Redhawk Group International, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) currently located on-site with the required equipment.
The justification cites unusual and compelling urgency under FAR 6.302-2, noting that the current MRI unit is constantly out of service and a replacement unit will not be delivered until October 2025. Market research confirmed no other vendors on Puerto Rico's island can meet the requirement within the critical timeline. A sources sought synopsis was posted on 9/23/2025 to seek competition, but no other businesses could provide the MRI trailer within the needed timeframe. The contract will be awarded using Simplified Acquisition Procedures for Commercial Items (FAR 13.5) with a firm fixed price, and the vendor previously met solicitation requirements at a fair and reasonable price in a competed SDVOSB set-aside procurement.

DEPARTMENT OF VETERANS AFFAIRS
SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS IN ACCORDANCE WITH FAR 13.5
Acquisition Plan Action ID:___ 36C248-25-AP-5699_
1. Contracting Activity: Department of Veteran Affairs, Network Contracting Office (NCO) 8 at VA
Caribbean Healthcare System, VISN 08, 672 San Juan VA Medical Center located at 10 Calle Casia San Juan, Puerto Rico 00921-3201 for Radiology Services.
2. Nature and/or Description of the Action Being Processed: The VA Caribbean Healthcare System Radiology Services has an Emergency Requirement for the Lease of Mobile MRI Trailer for six (6) months for one (1) 1.5 Mobile Magnetic Resonance Imaging (MRI) and components, workstations, all licenses for patient care for the VACHS’ Radiology Service in San Juan main campus. The VA Caribbean Healthcare System (VACHS) has two MRI units available. Nevertheless, one of the units is outdated and is constantly out of service for repairs. The second MRI unit has been procured under contract for replacement with a tentative scheduled delivery date of October 2025, for commencement of installation, biomedical testing and validation, as well as personnel training upon receipt of the equipment. Currently, the access monitors for the MRI section are down to around 40%. The purpose of this document is to follow on contract a company that can provide a six (6) month rental/lease of one (1) 1.5T Mobile MRI Unit housed in a trailer and components, the workstations, training, all licenses, and vendor support for the leasing term. Awarding a new sole-source firm fixed price contract in accordance with FAR 13.5 Simplified Procedures.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The government has a requirement to procure a Lease for an on-site MRI Trailer, and this type of equipment lease has been previously procured and recently in use by the hospital's Radiology Department, as it was under contract number 36C24824P1939 awarded to Redhawk Group International LLC, an SDVOSB concern. Therefore, the trailer is still at the location and fully operational. Market research confirms REDHAWK Group International would be the only capable vendor to fulfill the requirement within the critical timeline of within days or immediately upon award, as the requirement is a follow-on emergency request. The contract specialist has first-hand knowledge of the market and the company’s capabilities to deliver to the island of Puerto Rico in a minimal timeframe. Previous Market Research revealed there were no companies capable of providing the MRI located in San Juan or capable of meeting the lease terms of the medical facility. Referenced Market Research results in the eCMS folder. Estimated amount of $290,004.00
4. Statutory Authority Permitting Restricted Competition:
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Unusual and Compelling Urgency IAW FAR 6.302-2 The contractor is currently under contract providing the Mopbile MRI Trailer Lease to the government. The government leases the equipment to allow time for construction and placement of a new MRI. The contract expires on September 25, 2025. Due to unforeseen circumstances, the MRI currently owned by the government is outdated and is constantly out of service for repairs. The second aforementioned MRI unit has been under contract for replacement on October 4.2025. The use of the MRI is to provide medical and life safety support for the veterans being served at the facility.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The government has purchased one MRI machine, as it is awaiting delivery and installation. Upon completion, the need for a lease will no longer exist. A sources sought synopsis was issued, and posted on 9/23/2025 under solicitation number 36C24825Q1234, providing a notification of the government’s intent to sole source a Mobile MRI Trailer for six months, citing the unusual and compelling circumstances IAW FAR 6.302-2.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The CO anticipates that the cost will be considered fair and reasonable and provide the basis for this determination. The government utilized historical data to support price fit and reasonableness. In addition, the government requested consideration for discounted pricing and the contractor offered a price discount.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted:
The contract specialist’s knowledge of vendor pool in Puerto Rico was due to previous competition received from soliciting the Mobile MRI Trailer, currently in use. There are no other vendors on the Island who are capable of leasing a Mobile MRI Trailer except for Redhawk Group, and to have it readily available for lease to meet the needs. The current contractor, Redhawk Group International, LLC is a Service-Disabled Veteran Owned (SDVOSB) company that currently has the unit in the needed location, and in full operational condition.
