About this file
This document contains frequently asked questions (FAQs) for a funding opportunity through the Department of State Bureau of Population Refugees and Migration to support refugee populations in Ethiopia and Kenya. Proposed activities must primarily benefit refugees, with at least 50% of beneficiaries being refugees. According to the FAQs, organizations can apply to be either the lead applicant or sub-grantee in a consortium, and up to two applications per country are allowed. Budgets may include costs for vehicles or capacity building activities. Review of the NGO Guidelines and PRM's definition of protection modality is recommended for applicants proposing to build capacity of refugee-led organizations serving urban refugees in Nairobi.

Frequently Asked Questions for Funding Opportunity SFOP0008577
1. Can a proposal budget include funds to purchase a vehicle?
Response: There is no prohibition against including the purchase of a vehicle for programming use in the proposal budget. NGOs planning for capital expenditures such as the purchase of a vehicle must follow the regulations outlined in 2CFR200.313.
2. Can an NGO submit an additional application as the lead applicant in a consortium or would they need to be a sub-grantee in the consortium in order to be eligible for additional funding?
Response: The NGO could apply as either the lead applicant or a sub of a consortium to be eligible for funding consideration. In situations where there is potential for multiple awards to the same recipient, PRM prefers to see clear differences in the scope, geographic location, and/or population(s) of concern.
No more than two applications per country are allowed.
3. Only the protection modality has been listed under Nairobi in the NOFO. Given the new PRM’s
General NGO Guidelines to budget by modality, if we were building the capacity of a Refugee-led organization, particularly in the area of protection who are serving urban refugees, is the guidance in the NOFO to only use and therefore budget by protection or can other modalities such as capacity building also be utilized?
Response: We are looking for programming that primarily provides protection for refugees in Nairobi. If part of your proposal includes capacity building, you may include that as an objective and disaggregate the funding for that objective in the budget. Please review the NGO Guidelines for PRM’s definition of
Protection and the linked document “PRM Principles for Refugee Protection in Urban Areas”.
