Question Deadline: July 17, 2023
FAQ Posted: August 3, 2023
Application Deadline: August 21, 2023
New questions in red.
Q: Application – Why was the application deadline extended from August 1 to August 21, 2023?
A: Applications for SFOP0009858 were due August 1, 2023 as listed in the Notice of Funding
Opportunity (NOFO) document. However, due to multiple factors including a discrepancy in postings on
SAMS Domestic and Grants.gov, CSO has extended the deadline to August 21, 2023 for all applicants.
We apologize for the confusion.
Q: Application – My SAM.gov registration is still pending. Is an accommodation possible?
A: An active SAM.gov registration is a requirement to apply for this award, and is outside the control of
CSO or the Department of State. While accommodations on transmission of the application are possible in appropriate circumstances for disability or national security, CSO does not consider the lack of
SAM.gov registration to be an appropriate circumstance.
Q: Application – Will the question deadline by extended?
A: The formal question deadline will not be extended, but technical questions can still go to agency contact George Mesthos in writing via e-mail to mesthosg@state.gov.
Q: Application – My organization submitted by the original August 1, 2023 deadline. What happens now?
A: CSO will contact organizations that have already applied. Your current application is valid for this opportunity, and you may update/re-submit by August 21, 2023. Updating agency contact George
Mesthos in writing via e-mail to mesthosg@state.gov with the preferred application number is strongly encouraged.

Q: Application – Individual elements of the application evaluation scoring rubric added up to more than the categories on the NOFO. Has that discrepancy been corrected?
A: Yes, the updated NOFO corrects discrepancies in the application evaluation scoring rubric.
Q: Application – Should the application be submitted in Calibri or Times New Roman?
A: In early 2023, the Department of State changed its standard font from Times New Roman to Calibri.
Some templates and instructions have not yet been updated. Applicants are encouraged to use Calibri but both Calibri and Times New Roman will be accepted.
Q: How do I submit the Logic Model/Performance Monitoring Plan (PMP)?
A: Applicants must provide a Logic Model/PMP with the excel template provided that is labeled with the filename “Logic Model.” Applicants must also include a theory of change (ToC) within the proposal narrative (see pages 15 and 19 of the Notice of Funding Opportunity).
Q: Application - Can an organization submit as a prime applicant on one proposal, and a sub on one or more proposals simultaneously?
A: Yes. While an eligible organization can only submit one application as a prime, it can be part of multiple consortia applications as a sub-applicant.
Q: Application - Is the Logical Model/Performance Monitoring Plan (PMP) intended to be an attachment to the technical approach (as indicated on page 19 of the NOFO) or imbedded in the technical approach (as indicated on page 18 of the NOFO)?
A: Applicants should use the provided template to attach the logic model/PMP. The technical approach within the project narrative can and should draw elements from the logic model/PMP, but the entire logic model as provided in the template does not also need to be included within the technical approach. Please note that the “intermediate outcome” referenced in the NOFO is the same as the “outcome” in the template.
Q: Application - Are templates available for the Gender Analysis of Conflict (GAOC) and Disabilities
Annex?
A: Yes. On the grants.gov listing, under “related documents” the GAOC is posted under “GWI Tools” and the Disabilities Annex is posted under “GAOC.” We apologize for the labeling confusion. The GAOC with Disabilities Annex should be provided as a separate attachment with elements of the analysis reflected in the proposal narrative.
Q: Eligibility – Are for-profit entities eligible to apply as the prime on this opportunity?
A: No. For-profit entities cannot be the prime applicant for this opportunity. For-profit entities may be sub-awardees and/or part of a consortium.
Q: Eligibility – Are government or quasi-government institutions eligible to apply?
A: Yes organizations that qualify as a Foreign Public Entity per 2 CFR 1108.210 may apply.
Determinations will be made on a case-by-case basis and cannot be pre-determined prior to application.

Q: General – Is it Veteran or Veterans Rehabilitation and Reintegration?
A: This opportunity is Veterans Rehabilitation and Reintegration for consistency with other references such as the U.S. Department of Veterans Affairs and Ukraine’s Ministry of Veterans Affairs. The previously published NOFO included veteran (singular) in some cases and veterans (plural) in others.
The updated NOFO corrects mentions to veterans (plural), but there will be no penalty for organizations whose applications refer to veteran (singular).
Q: Partnerships - Has the Department of State identified potential partners in Ukraine that the recipient will be working with directly? If yes, are those partners able to field questions related to the ideal partner they are searching for?
A: The Department of State has not pre-determined/identified partners in Ukraine. Per page 10 of the announcement, “the implementing partner must demonstrate extensive contacts within Ukraine’s civil society…”
Q: Proposal - Does this opportunity support the delivery of medical/health services related to disability and limb loss?
A: Objective 2 (pages 7-8) is most relevant to this question, keeping in mind that all applicants should address all of the objectives included within the Notice of Funding Opportunity.
Q: Proposal - Does this opportunity support education and training of Ukrainian specialists in the area of prosthetics?
A: Objective 2 (pages 7-8) is most relevant to this question, keeping in mind that all applicants should address all of the objectives included within the Notice of Funding Opportunity.
Q: Proposal - Are there any geographical restrictions on where the help would be delivered?
A: Per page 8 of the Notice of Funding Opportunity, the activity is limited to Government of Ukraine-held areas. Areas may be changed in consultation with the Grants Officer based on conditions in-country.
Q: Proposal - Will applicants have access to previously CSO-funded assessment(s) on veteran reintegration?
A: No. While that assessment is not publicly available, i.e. available to applicants, per page 7 of the
Notice of Funding opportunity, “The implementer will have access to the previous CSO-funded assessment as a resource,” , there was a series of CSO-funded research articles published online in 2021 that are available here.
Q: Proposal - Are the Standard Operating Procedures (SoPs) referred to on page seven of the
Notice of Funding Opportunity (NOFO) intended as a potential activity under Objective 1 for government or non-governmental organizations (NGOs).
A: These standard operating procedures as presented in a potential activity could apply in a governmental or non-governmental context.
