About this file
This is a Statement of Work for the procurement of three Fatty-Acid Methyl Ester (FAME) Analyzers for the Aerospace Fuels Laboratories at Wright-Patterson Air Force Base (Ohio), Vandenberg Space Force Base (California), and Cape Canaveral Space Force Station (Florida). The instruments must perform specification testing on jet fuel in accordance with ASTM D7797-23 and must be durable, robust units capable of automatic sample analysis without pre-sample preparation. Each analyzer must weigh ≤100 lbs with dimensions ≤24"x24"x24", operate on standard 100-240V single phase electricity, and analyze 3-4 samples per hour with a detection range of 10-150 mg/kg in Aviation Turbine Fuels. The units must be compatible with Jet A, JP-5, JP-8, and F-76 fuels; operate in environmental conditions of 10-35°C and ≤80% relative humidity; detect all FAME components (C8-C22) using IR absorbance analysis; be self-cleaning with no external gases required; and include a touch display screen with USB 2.0+ ports and printer connectivity. All products must be manufactured in a qualifying country source per DFARS 225.872.
The contractor shall deliver and install all three units within 12 weeks of contract award to the three specified locations with one instrument and respective accessories per site. The package shall include supplies for immediate operation (wipes, sample beakers, sorbent cartridges, and verification materials), on-site installation and performance verification at each location, up to 4 hours of training for up to 4 personnel per site, technical support via phone/email, and electronic copies of all operational manuals. The contractor must provide at least a one-year warranty for parts and services. All shipping costs and insurance are included in the contractor's proposal, with commercial vehicle deliveries subject to inspection at the base Commercial Vehicle Delivery Gate. Payment will be made upon submission of a properly prepared invoice after final inspection and acceptance, submitted through Wide Area Work Flow (WAWF).

FAME in Jet Fuel Analyzers (x3)
19 February 2026
1. Background:
The Aerospace Fuels Laboratories at Wright-Patterson Air Force Base (AFPET/PTPLA), Vandenberg Space Force Base (AFPET/PTPLE) and Cape Canaveral Space Force Station
(AFPET/PTPLH) provide quality surveillance and investigative analytical support of flight critical products & processes directly related to the warfighter and space launch operations on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused on contingency and warfighter operations. We provide the warfighter and space launch activities specialized testing services and capabilities that include petroleum, propellant, cryogenic, chemical and gaseous product for all aerospace vehicles, systems, and equipment.
2. Scope:
AFPET/PTPLA, AFPET/PTPLE & AFPET/PTPLH have a requirement for three (Qty: 3)
Fatty-Acid Methyl Ester (FAME) Analyzers to perform specification testing on Jet Fuel.
These will need to be durable & robust units for routine specification and/or investigative testing. Units must conform to the requirements set forth in ASTM D7797-23, Determination of the Fatty Acid Methyl Esters Content of Aviation Turbine Fuel Using
Flow Analysis by FTIR.
Note: Copies of ASTM Methods may be obtained by writing to ASTM International, 100
Barr Harbor Drive, PO Box C700, West Conshocken, PA 19428-2959; or by telephone at
610-832-9255; or by e-mail at service@astm.org; or through the ASTM website at www.astm.org
3. Minimum Technical Requirements:
The following specifications list the minimum requirements for the FAME Analyzers:
