About this file

This is a Sources Sought notice issued by the U.S. Air Force for the acquisition of three Fatty-Acid Methyl Ester (FAME) Analyzers for jet fuel testing. The Air Force is soliciting information from potential vendors to assess market capability and interest prior to formal acquisition. While no specific response deadline or award date is provided in the document, respondents must supply standard business information including company name, physical address, point of contact details, ownership status (domestic or foreign), socioeconomic classification, DUNS/CAGE codes, and website URL. Vendors must also clarify whether they are manufacturers or resellers and provide their manufacturer information if applicable, along with standard warranty details and recent commercial sales history to demonstrate market commerciality.

The Air Force has not yet determined the final acquisition strategy but is considering setting the requirement aside for small businesses if sufficient demonstrated interest and capability exist. Small business respondents must provide specific details on how they would comply with FAR clause 52.219-14 regarding limitations on subcontracting, including teaming arrangements and anticipated subcontract percentages. All respondents should address capability survey questions covering manufacturing location, facility capabilities and staff composition, past experience on similar projects with contract references, any product or service limitations relative to stated requirements, and established market pricing for both government and commercial customers. Respondents must also declare whether they will allow government release of proprietary data and identify potential areas for small business subcontracting opportunities.
