About this file
This Addendum No. 1, dated July 24, 2026, from the Massachusetts Department of Transportation (MassDOT) Highway Division modifies the contract documents for the Fall River Bridge Preservation project (F-02-065), Fourth Street over I-195, with proposals due July 28, 2026 at 2:00 p.m. The addendum transmits substantive changes to multiple contract documents, including revisions to the Table of Contents (Document 00010), Notice to Contractors (Document 00102), complete replacement of Supplemental Specifications (Document 00715 with 20 pages), Price Adjustment for Structural Steel and Reinforcing Steel (Document 00813 with 4 pages), Project Utility Coordination Form (Document A00808 with 6 pages), and a revision to page 8 of the bid items form (Document B00420). Key technical modifications include new sections on traffic signal detection systems, vehicle detection systems, pedestrian detectors with accessible pedestrian signal (APS) pushbutton assemblies, power pedestals, connected work zone notification system devices with location markers and connected arrow boards, milled rumble strips with multiple type classifications, and revised payment items and measurement methods for these components. The project involves utility coordination with Liberty Gas for installation and abandonment of gas main lines, with a 7-calendar-day advance notification requirement and 30-day notice-to-proceed for utility work, plus seasonal restrictions prohibiting gas line installations from November 15 to March 15.
Price adjustments apply to unfabricated structural steel and reinforcing steel based on the U.S. Department of Labor Bureau of Labor Statistics Producer Price Index (PPI Series ID WPU101702), with the base price index set at 370.1 and adjustments triggered only when variances exceed 5% of base prices. The contract establishes base prices for 32 categories of steel materials ranging from $0.52 per pound for AREA 140 LB Rail to $4.61 per pound for stainless steel types, with adjustments paid under separate pay items (999.449 and 999.457 for structural steel; 999.466 and 999.467 for reinforcing steel). Temporary traffic control items included in the bid schedule total 1,705 units across multiple categories, including 10 portable breakaway barricades, 250 linear feet of temporary barrier, 320 days of truck-mounted attenuator, 110 days of temporary illumination, 625 linear feet of painted temporary paving markings, 30 linear feet of taped markings, 170 square feet of pavement marking removal, 210 days of portable rumble strips, and 150 days of Type C arrow board service. The contract requires a Proposal Guaranty equal to 5% of the bid value and is subject to prevailing wage rates as determined by the Massachusetts Department of Labor and Workforce Development.

| the | walk | interval. | ||||||||||||||
| The | locator | tone | shall | be | disabled | if | the | traffic | control | signal | or | pedestrian | hybrid | beacon | is | operating |
in an emergency or fault flashing mode.
| The | locator | tone | shall | be | active | during | the | flashing | yellow | and | alternating | flashing | red | intervals | of | a |
| pedestrian | hybrid | beacon | phasing | sequence. |
| Upon | button | press, | the | locator | tone | at | that | pushbutton | shall | be | interrupted | and | a | speech | message | of | “Wait” |
| shall | be | broadcast. |
| The | normal | status | of | the | pilot | light | shall | be | dark. | The | pilot | light | shall | illuminate | upon | button | press | and | stay |
| illuminated | until | the | start | of | the | walk | interval, | when | it | shall | return | to | dark. | If | the | associated | pedestrian | phase | |
| is | set | to | pedestrian | recall, | the | pilot | light | shall | stay | illuminated | for | all | intervals | except | for | the | walk | interval. |
| The | audible | walk | indication | shall | an | audible | tone | unless | a | speech | message | is | called | for | in | the | Plans. | The |
| audible | tone | shall | repeat | at | 8 | to | 10 | ticks | per | second, | in | multiple | frequencies, | with | the | dominant | component | at |
| 880 | Hz. |
If a speech message is used, the following shall apply:
| For | exclusive | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “walk | sign | is |

| *For | concurrent | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “[STREET | ||
| NAME]. | Walk | sign | is | on | for | [STREET | NAME].” | This | message | shall | be | broadcast | a | single | instance. |
| If | the | signal | is | programmed | to | rest | in | walk, | the | concurrent | pedestrian | speech | message | shall | be |
| repeated | upon | each | subsequent | button | press. |
*Note: See Plans for Street Name information.
The vibrotactile arrow shall vibrate during the walk interval.
| The | Contractor | shall | include | a | fault | relay | that | will | default | to | placing | a | constant | pedestrian | call | from | any |

| be | required | to | adjust | the | location, | orientation, | and/or | number | of | detector/sensors. | The | Contractor | may | also | ||||
| adjust | the | location | of | the | detection | zones | at | this | time. | Upon | completion | of | this | work, | the | system | shall | be |
| reevaluated | in | the | presence | of | the | Engineer. | This | process | shall | be | repeated | until | the | operational | ||||
| requirements | are | met. |
