About this file
This Statement of Work (SOW) is issued by the Iowa Department of Public Defense for a turnkey installation of an emergency backup diesel generator at the Fairfield Readiness Center located at 1501 West Stone Avenue, Fairfield, Iowa 52556. The project scope encompasses procurement, delivery, installation, and commissioning of a commercial-grade emergency standby diesel generator system designed to provide full-site backup power for up to 7 days during utility grid failure. The facility requires a minimum 150 kW generator capacity to support the National Guard Readiness Center's peak load of 90 kW, with engineering load studies and startup verification required. The project includes engineering and permitting, equipment procurement (generator, sound-attenuated enclosure, integrated fuel storage tank for 48 hours of continuous runtime, and Automatic Transfer Switch), site preparation with reinforced concrete mounting pad, and comprehensive commissioning with load-bank testing and personnel training. A mandatory site visit is scheduled for August 18, 2026 at 10:00 a.m., with proposals due September 1, 2026. The issuing officer is Philip Payton (515-975-6211; philip.payton@dpd.iowa.gov).
Contractors must submit itemized cost breakdowns separating equipment, materials, labor, and permitting costs, along with manufacturer specifications and detailed project schedules from contract award to final commissioning. All materials must comply with the Buy American Act (BABA). The project deliverables include approved as-built drawings, inspection certificates and permits, operation and maintenance manuals in both hard copy and digital formats, and documentation of successful load-bank and transfer testing. Award is contingent upon funding and approvals availability and may not occur until such clearances are obtained. The contract term and any renewal options are not specified in the SOW.

Statement of Work (SOW) Project Title: Turnkey Installation of Emergency Backup Diesel Generator Location: Fairfield Readiness Center, 1501 W STONE AVE FAIRFIELD IA 52556 Date: 03AUG26
1. Project Objective The objective of this project is to procure, deliver, install, and commission a commercial-grade emergency standby diesel generator. The generator will provide full-site backup power to support the mission-critical operations of the Fairfield Readiness Center in the event of a utility grid failure for up to 7 days. Fuel storage to accommodate 48hrs in a self-contained tank below the gen set.
2. Background and Site Information The site consists of a primary military facility that requires 100% total emergency backup coverage:
· National Guard Readiness Center: Peak load of 90 kW. (Needs verified, as this number was pulled from utility provider website) To accommodate starting surges, motor inrush currents, and standard operating margins (targeting ~70-80% capacity utilization), the minimum required generator capacity is targeted at 150 kW (or approved equivalent based on engineering load-bank and startup studies).
3. Scope of Work The Contractor shall provide all labor, materials, equipment, engineering, permits, and supervision necessary to perform a turnkey installation of the emergency standby power system. The project includes, but is not limited to, the following phases:
3.1. Engineering and Permitting
· Conduct a comprehensive site visit and electrical load study to verify the kW peak load and accurately size the necessary Automatic Transfer Switch(es) (ATS) and electrical conduit to power the entirety of the building and its components.
· Develop full electrical and structural shop drawings data for the installation.
· Obtain all required state, local, and environmental permits necessary for installation and operation.
3.2. Equipment Procurement
· Generator: Supply one (1) new commercial-grade diesel generator (approx. 150 kW, voltage to match existing facility service).
· Enclosure: Sound-attenuated and weather-protective outdoor enclosure.
· Fuel Storage: Supply an integrated sub-base diesel fuel tank (or approved standalone tank) sized to provide a minimum of 48 hours of continuous run time at 100% load. Tank must meet all local and environmental spill-containment regulations.
· ATS: Supply the appropriate Automatic Transfer Switch and equipment sized for the facility's main electrical service.
· Communication: Advise on system notification feasibility.
· All materials are required to be Building American Buy American Act (BABA) compliant.
3.3. Site Preparation and Installation
· Pour and cure a structural reinforced concrete mounting pad sized for the generator and fuel tank assembly, adhering to local seismic and wind load requirements if site location cannot support the generator.
· Install ATS and tie into the facility’s main distribution panels.
· Install all necessary conduit, wiring, and grounding systems from the generator to the ATS and electrical panels.
3.4. Commissioning, Testing, and Training
· Perform full system startup and diagnostic checks.
· Conduct a manufacturers specification load-bank test (using resistive/reactive load banks provided by the Contractor) to verify operational integrity at 100% rated capacity.
· Provide on-site operation and basic maintenance training for facility and maintenance personnel.
4. Deliverables The Contractor shall provide the following deliverables upon project completion:
1. Approved and stamped as-built drawings (electrical and structural).
2. All inspection certificates and permits.
3. Two (2) hard copies and one (1) digital copy of the Operation and Maintenance (O&M) Manuals.
4. Documentation of successful load-bank testing and ATS transfer testing.
5. Proposal Submission Requirements Contractors submitting bids must include the following:
· Cost Breakdown: Itemized pricing separating equipment (Generator, ATS, Fuel Tank), materials (concrete, wiring), labor, and permitting.
· Equipment Cut Sheets: Manufacturer specifications for the proposed generator, fuel tank, and ATS.
· Project Schedule: Estimated timeline from contract award to final commissioning. This project will be awarded once funding, and approvals are available and may not be officially awarded until that time.
