About this file

This is a Market Survey Announcement for commercially available Distance Measuring Equipment (DME) Power Meters issued by the Federal Aviation Administration (FAA).

The FAA is conducting market research to gather information about fully developed and commercially available power meters and power sensors required to support DME installations and maintenance across the National Airspace System (NAS). The current contract for procuring these devices expires in 2027. This announcement is not a formal solicitation, request for proposals, or binding commitment; rather, responses will inform the FAA's acquisition planning and strategy for future DME procurements. The FAA may conduct an Industry Day Event and issue a formal solicitation at its sole discretion. Vendors should note that the FAA will not reimburse any costs associated with responding to this market survey, and participation neither qualifies nor excludes respondents from future solicitations.

Interested vendors must submit responses by Monday, November 23, 2026, at 3:00 p.m. ET to Michael Jones and Victor Jefferson, limited to 10 pages excluding attachments. Required submissions include a requirements matrix comparing products against Performance Requirements for Power Meter and Power Sensor, identification of unmet requirements and associated risks, technical specifications, ROM equipment pricing, equipment drawings, current deployment quantities (USA and foreign), percentage of USA-manufactured components, annual production capacity, ancillary components list, and power requirements. The performance requirements specify operating frequency range of 960 MHz–1215 MHz, testing bandwidth of ≥1.5 MHz, maximum input signal power of ≥+20 dBm, input dynamic range of ≥65 dB, Type N female 50Ω connector, average and peak power measurement capabilities, accuracy tolerances ranging from ±0.5% to ±3.4% depending on mode, display options in Watts/dBm or Percent/dB, and environmental operating temperature of 0 to 55°C. Questions must be submitted by Friday, November 6, 2026, at 3:00 p.m. ET. Confidential or proprietary information should be clearly marked and will not be disclosed outside the FAA acquisition team. The applicable NAICS code is 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.

Market Survey Announcement For Commercially Available Distance Measuring Equipment (DME)

Power Meters

1. Notice

a. This announcement is not a Screening Information Request (SIR) or Request for Proposals of any kind.

b. The FAA is neither seeking nor accepting unsolicited proposals.

c. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.

d. Any cost associated with the market survey submittal is solely at the interested vendor’s expense

e. The FAA, at its sole discretion, may contact any or all the respondents to this market survey for further clarification or to request additional information.

f. Providing a response to this Market Survey neither qualifies respondents nor excludes respondents from responding to a resulting SIR, if any.

This Markey Survey is being issued for informational purposes only and in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results.

At the agency's sole discretion, FAA may (or may not) conduct an Industry Day Event and issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive requirements and information provided by FAA in this exchange are subject to change and shall in no way be treated as final or binding.

2. Introduction The Federal Aviation Administration (FAA) is conducting this Market Survey in accordance with the FAA Acquisition Management System (AMS) Policy Section 3.2.1.2.1. The FAA is interested in gathering information regarding commercially available power meters / power sensors required to support DME installations/maintenance.

Responses to this announcement will be used as inputs to the FAA acquisition planning and strategy for future DME procurements. |

3. Purpose The purpose of this market survey is to request input from vendors that currently offer fully developed and commercially available power meters / power sensors necessary to complete installation and maintain DME facilities. The response should address how the products compare to Performance Requirements for Power Meter and Power Sensor attachment included with this announcement. The response should also include any ancillary parts that may be needed for the power meter / power sensor to function properly. Refer to Section 7 of this announcement.

4. Background The FAA provides a power meter/power sensor with every new DME deployed in the National Airspace System (NAS). The current contract for procuring power meters/power sensors expires in 2027.

5. Nature of Competition

A procurement strategy has not been determined at this time and will be selected depending on the responses to this market survey announcement.
