B.1 GENERAL

The Dual Frequency Operation 2 (DFO-2) contract is a Single Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Dual Frequency navigation systems and ancillary support solutions through performance of a wide range of support services as described in Section C, Statement of Work. The Contractor shall provide, in accordance with issued Delivery Orders (DOs)/Task Orders (TOs), all management, supervision, labor, facilities, and materials necessary to perform DFO-2 support services on an IDIQ basis.

B.2 BASE AND OPTION PERIODS

The term of the DFO-2 contract consists of a six (6) year base period and two (2) two-year option periods. This is not a multi-Period contract as defined in AMS Part T3.2.4/ Subsection A/ Subsection 8, Multi-year Contracting. TOs may be issued at any time during the base and/or option period. The performance periods for the TOs will be specified in the TOs and may include option periods.

Handling Fee *Table B-1 is for informational purposes only, to illustrate the possible CLIN types that could be utilized under the individual orders.

The purpose of the CLIN structure in Table B-1 is to show what types of orders can be placed in a particular contract period. Services or items, e.g. technical services or hardware kits, will be ordered via task or delivery order as applicable.

All Task Orders will utilize one or more of the above contract types referenced in Table B-1 CLINs, but individual TO CLIN substructure will be based upon the specific requirements of the task order. In the contract, Option Periods will exchange the first digit with a following digit for option periods, i.e.: Base Period 1 = 0001, 0002, 0003, Option 1 Period 2 = 6001, 6002, 6003, Option 2 Period 2 = 8001, 8002, 8003, etc.

The ceiling and funding allocations between CLINs on Delivery/Task Orders are estimated distribution values that are not to be exceeded without the approval of the Contracting Officer. The Government reserves the right to re-align funding between CLINs via modification.

B.3 INDEFINITE-DELIVERY/INDEFINITE-QUANTITY (IDIQ)

(a) TO awards issued against this contract will be placed using the procedures described in Section G, Contract Administration Data.

(b) The types of TOs issued against DFO-2 may be Cost Reimbursement, Time and Materials (T&M), Labor-Hour (L-H), and Firm-Fixed-Price (FFP) in accordance with Acquisition Management System (AMS) Part T3.2.4/ Subsection A/ Subsection 5, Indefinite- Delivery, and as set forth in Section G, Contract Administration Data, and Section I, Contract Clauses.

(c) Indefinite-Delivery, Indefinite-Quantity (IDIQ), Blanket Purchase Agreements (BPAs), and Letter Contracts are not permissible TO types under the DFO-2 contract. Orders for which DFO-2 navigation systems and ancillary support services outcomes are not the principal purpose are not permissible TO types under the DFO-2 contract.

Task Orders may include options as defined in AMS Part T3.2.4/ Subsection A-Type of Contracts/ Subsection 9-Options.

B.4 MAXIMUM CONTRACT LIMITATION

Task Orders may order vastly differing quantities, under differing Tasks and Labor Categories (see AMS Clauses 3.2.4-16 Ordering and 3.2.4-20 Indefinite Quantity), but in no event will the aggregate value of all Task Orders issued against this contract exceed $TBD for all Periods.

B.5 GUARANTEED MINIMUM QUANTITY OF WORK

The Government guarantees that it will order at least $10,000 of work (the “Minimum Guaranteed Value”) during the term of this contract (the “Minimum Order Guarantee”).

The Government has fully met the Minimum Guarantee once the aggregate dollar value of the TOs placed on this contract equals or exceeds the Minimum Guaranteed Value. The Government has no obligation to issue Task Orders to the Contractor beyond the minimum guaranteed amount. The exercise of any optional ordering periods does not re-establish the contract minimum guaranteed amount.

B.6 CONTRACT PRICING

B.6.1 Cost Reimbursement Pricing All Cost-reimbursement type task orders provide for payment of allowable incurred costs, to the extent prescribed in the contract. These contracts establish an estimate of total cost for the required work and establish a ceiling that the contractor may not exceed (except at its own risk) without the CO’s approval. Cost-reimbursement contracts are appropriate when uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.

All TOs issued on a Cost Reimbursement basis will be priced in accordance with approved DCAA/DCMA (or AMS Clause 3.3.2-1 FAA Cost Principles and Procedures) rates. Direct and indirect cost rates will be established on a TO basis. For Cost Reimbursement Task Orders, the Contractor will provide complete supporting schedules identifying all applicable direct and indirect rate estimates building up to the TO cost. and actual rates for both direct and indirect rates. Contractors without audited rates shall propose indirect rates in accordance with AMS 3.3.2-1 FAA Cost Principles and Procedures. The fee, if, applicable will be negotiated for each TO consistent with statutory limitations.

B.6.2 Time-and-Materials, Labor-Hour/Firm-Fixed-Price Pricing All TOs issued on a T&M, L-H, or FFP basis will be subject to the pricing set forth in Section J – List of Attachments, Attachment 41 Labor Rate Tables. The labor rates in this attachment reflect fully-burdened hourly rates for each labor category and will apply to all direct labor hours under time and material, labor-hour, and firm-fixed price TOs, including the prime contractor and all team members, unless discounts are proposed or negotiated at time of task order award. The fully-burdened labor rates must include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits, overhead, G&A), and profit.

The labor rate table must be based upon the prime contractor and each team member’s established accounting practices for recording uncompensated overtime. The accounting practices for each member identified in the contractor proposal (e.g., prime contractor records all hours; “Team Member A” records 40 hours per week; “Team Member B” records all hours, etc.), and the descriptions of the methods are incorporated into the contract and will be effective for T&M and labor-hour task orders.

The indirect rates applicable to direct materials, subcontracts for supplies, and other direct costs established in Attachment J-37, Labor Rate Tables, are ceiling rates and shall apply. There are no indirect ceiling rates for core team members. However, the contractor may elect to propose lower indirect rates on a task-by-task basis. NO AMOUNTS WILL BE PAID FOR

MATERIALS UNDER LABOR-HOUR ITEMS IN THIS CONTRACT OR ORDERS.

Team Member: The fixed hourly labor rates, in Attachment J-41, Labor Rate Tables, represent the hourly ceiling rates of the prime contractor and subcontractors in accordance with AMS 3.3.1.5. The blended rates apply for all subcontractors and the Prime contractor.

However, the subcontractors are not required to participate in all labor categories for the purposes of contract pricing and task order performance. The blended rates will not change after the contract award when a subcontractor is removed or added to the contract. If a new subcontractor is added, the new subcontractor will be termed as “subcontractor” and treated as such for the purposes of pricing and billing at the task order level (i.e., the new member must use the blended rates).

(a) The labor rates set forth in the table reflect fully-burdened rates for performance at a Government site and for performance at a Contractor site.

1. Government Site Rates. When performing at Government sites, the Contractor must furnish fully-burdened labor rates. The Government will provide office space, furniture and office equipment and supplies, as specified in the individual task orders.

2. Contractor Site Rates. When performing at a Contractor site, the fully-burdened labor rates must include applicable indirect costs for office space and all normal supplies and services required to support the work. This includes, but is not limited to, telephones; faxes;

copiers; personal computers; postage, including courier services such as Federal Express;

ordinary business software, such as word processing, spreadsheets, graphics, etc.; normal copying and reproduction costs.

(b) Only Government-required labor categories are included in Attachment J-41, Labor Rate Tables. Additional labor categories may be proposed and added to meet specific TO requirements, in accordance with Section B.6.3, Rate Refreshment.

B.6.2.1 Firm-Fixed-Price (FFP) Task Orders For FFP type task orders, the quantity of each item or labor category ordered will be multiplied against the rate listed in this schedule, or as negotiated if lower rates are proposed for the TO;

and the cumulative extended total of all items ordered will define the firm-fixed price for the TO. Travel and materials costs under a firm-fixed price order will be paid on a cost-reimbursement basis, on a separate CLIN. Partial or progress payments under FFP type TOs may be negotiated based on the completion of milestones/deliverables in accordance with applicable AMS clauses in contract or TOs.

B.6.2.2 Time and Material (T&M/Labor Hour) Task Orders For T&M or L-H type task orders, the quantity of hours ordered from each labor category will be specified as deliverable hours billable at the ceiling rates specified in Attachment J-41, Labor Rate Tables, or as negotiated, if lower rates are proposed for the TO. Materials will be estimated for each TO and will include applicable indirect costs computed in accordance with the contractor’s established accounting practices, subject to the agreed upon ceiling rates for Materials Handling and General and Administrative (G&A) costs established in the contract at time of award. Materials will be reimbursed at cost, with no profit allowed. The cumulative extended total of all labor categories ordered plus estimated materials including applicable indirect costs will define the TO ceiling price. TOs may authorize adjustments between labor category quantities of up to 10% within the established task labor ceiling price by prior CO written approval, without a formal modification. Reimbursement under the contract shall be governed by the clause at AMS 3.3.1-5, Payments under Time and Materials and Labor-Hour Contracts.

Labor. Attachment J-41, Labor Rate Tables, shall include descriptions of the Prime contractor and each core team member’s established accounting practices for recording and billing for labor hours under task orders. The table lists the Prime contractor and each core team member separately to assure that the accounting practices for each are clearly identified (e.g., Prime contractor records all hours; “Core Team Member A” records forty (40) hours per week; “Core Team member B” records all hours, etc.). The descriptions are incorporated into the contract and orders and are effective for T&M and labor-hour task orders.

In the performance of T&M and labor-hour task orders, the hours billed shall show the labor hours performed by the prime contractor and each core team member separately. If the established accounting practices described in the contract are to record and bill a standard number of hours per week (e.g., forty (40) hours), the labor hours will be billed only on the basis of a standard number of hours. If the established accounting practices described in the contract are to record and bill all hours worked by employees, including uncompensated overtime, the labor hours billed will be based on all hours worked. If the contractor provides

that its established accounting practices are to record and bill all hours worked but it is found after award that the established accounting practices at the time of award were not based on recording all hours worked by employees, the Government shall be entitled to a price adjustment on all payments for labor hours under the T&M and labor hour order. The amount of the price adjustment shall be the difference between the number of hours billed based on recording all hours worked and the hours that would have been recorded using a standard number of hours (e.g., forty (40) hours).

a) Subcontractor Rates. Addition of New Subcontractor after Task Order Award requiring a task order modification. If a DFO-2 Prime adds a new subcontractor after task order award, the subcontractor must use the fixed hourly rates already present in the IDIQ.

b) Discounts. The labor rates under the Time-and-Materials/Labor Hour CLINS are fixed ceiling rates for all contract periods. However, the Contractor may offer discounts to those ceiling rates on any task order prior to award of the task order or prior to any option period for the task order, if option periods exist.

Materials. Materials are defined in the clause at AMS 3.3.1-5, Payments Under Time and Materials and Labor Hour Contracts (July 2018).

Materials means—

• Direct materials, including supplies transferred between divisions, subsidiaries, or affiliates of the Contractor under a common control;

• Subcontracts for supplies and incidental services for which there is no labor category specified in the contract;

• Other direct costs (e.g., incidental services for which there is no labor category specified in the contract, travel, computer usage charges, etc.); and,

• Applicable indirect costs.

Indirect costs allocated to any direct materials and other direct costs shall be proposed consistent with the payment requirements of AMS 3.3.1-5, Payments Under Time and Materials and Labor–Hour Contracts, paragraph (b)(5), as follows:

(i) “The Contractor may include allocable indirect costs and other direct costs to the extent they are—Comprised only of costs that are clearly excluded from the hourly rate;

(ii) Allocated in accordance with the Contractor's written or established accounting practices; and

(iii) Indirect costs are not applied to subcontracts that are paid at the hourly rates.”

Indirect costs allocated to any direct materials and other direct costs shall be proposed consistent with AMS 3.2.4-5, Allowable Cost and Payment clause.

The cost of general purpose items required for the conduct of the Contractor’s normal business operations are not allowable materials in the performance of task orders under this contract. See also Section G and Section H for additional limitations on materials

If authorized in the task order, travel will be reimbursed at actual direct costs in accordance with the limitations set forth in AMS 3.3.2-2 Reimbursement for Travel and Subsistence (April 2010). No profit is allowed for travel. Subject to the ceiling rates in the table, indirect costs may be applied to travel in accordance with the Contractor’s established accounting practices consistent with 3.3.2-1, FAA Cost Principles). Travel will be a separate Not-To-Exceed CLIN on all order types.

B.6.3 Rate Refreshment The labor rates under the Time-and-Materials/Labor Hour CLINS are fixed ceiling rates for all contract Period periods.; However, prior to the exercise of an option period, rate refreshment may be allowed at the discretion of the IDIQ Contracting Officer. The request for rate refreshment may be made by either party at the time of notification of the option exercise.

Additionally, the Contractor may submit a proposal reducing the fixed ceiling rates and/or indirect rates applicable to materials at any time during the life of this contract. The Government will review these proposals and determine if the revised rates are realistic and in the best interests of the Government. If the rates are accepted, the Government will modify the contract by incorporating the new rates into Attachment J-41, Labor Rate Tables.

B.6.4 Additional Labor Categories At any time and throughout the life of the contract, at the request of either the Contractor or the Government, the Contractor may propose additional labor categories, rates and descriptions in addition to the Government labor categories. These additional labor categories, rates, and descriptions will be negotiated on a case-by-case basis at the IDIQ level.

B.6.5 Total Cost of Ownership Pricing Individual TOs may require the Contractor to structure its price proposal to provide for the total cost of ownership. For example, instead of, or in addition to, providing a cost proposal based on fixed hourly rates, specific task orders may require pricing on a per seat/workstation, usage rates, or other similar basis to determine the total life cycle cost.

B.6.6 Work Outside the Contiguous United States (OCONUS) It is anticipated that there may be minimal work under this contract outside the Contiguous United States. It is anticipated that any OCONUS work will not have a materially significant impact on the contract. Rates for OCONUS work will be negotiated on a TO by TO basis and may exceed the established ceiling rates. The Government reserves the right to make determinations of fair and reasonable pricing at the TO level.

B.7 Labor Subject to the Service Contract Labor Standards (SCLS) In accordance with AMS T.3.6.2, Labor Laws, all contract labor categories supporting DFO-2 correspond to bona fide executive, administrative, or professional employees, who will perform professional services generally exempt from the SCLS.

If the principal purpose of a task order is to furnish services in the United States through the use of service employees and to the extent that any labor is subject to the SCLS and within scope of an DFO-2 task order and the DFO-2 contract, the Contracting Officer must identify such work under a separate CLIN on the order, and apply wages in accordance with AMS 3.6.2-28, Service Contract Act of 1965, as Amended.

The DFO-2 contract does not include all applicable flow-down clauses for labor categories subject to the SCLS. Each task order will be tailored to include the appropriate clauses.

PART I – SECTION C STATEMENT of WORK

C.1 GENERAL

C.1.1 Objective The primary goal of this acquisition is to establish a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for technical, acquisition, and logistics support for the Wide Area Augmentation System (WAAS) Phase 4B.

C.1.2 Background The WAAS Dual Frequency Operations (DFO) - 2 (DFO-2) procurement provides for the continuation of technical refresh and Dual Frequency (DF) capability development that was initiated under the WAAS Phase 4A - DFO Segment 1 contract. The objectives of the DFO-2 Contract are as follows:

1. Continue technical refresh with the introduction of commodity x86 processors and a transition from the Advanced Interactive Executive (AIX) Operating System to Linux, as well as integration of new Ground Uplink Stations (GUS) receivers and firmware, updated reference receivers, and other equipment to address obsolescence;

2. Introduction of automated requirements testing capabilities;

3. Transition WAAS telecommunications network to instead utilize FAA-mandated cloud-based network services;

4. Update WAAS security posture to support open network framework;

5. Develop and test operational capability introduction of WAAS DF services;

6. Continue WAAS Geostationary Earth Orbiting (GEO) constellation sustainment with GEO 8 and 9 integration and deployment;

7. Finalize the WAAS Dual Frequency service Full Operational Capability;

8. Incorporate Satellite Based Augmentation System (SBAS) authentication and resiliency updates as required by the International Civil Aviation Organization (ICAO); and,

9. Continue Contractor Depot Logistics Support (CDLS) services.

All modification must be developed and fielded while maintaining all operational and performance requirements for the existing Single Frequency User Service.

C.1.2.1 Program Organizations The FAA WAAS Program Office, located at FAA Headquarters in Washington, D.C., is responsible for the design, development, and overall management of WAAS.

The WAAS Second Level Engineering Support organization is National Airway Systems Engineering (NASE) located at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK. NASE is responsible for the continued operation of WAAS and maintains the WAAS product baseline. NASE also conducts performance monitoring of WAAS and resolves anomalies. NASE validates Release performance and operational cutover procedures using its test environment before fielding. The term ‘Release’ refers to the collection of operational and non-operational hardware and software changes, documentation changes, and maintenance procedure changes that encompass a change to the WAAS operational baseline.

NASE will produce a Maintenance Release approximately once each calendar year. Generally, these Maintenance Releases include modifications to address maintenance issues, and in some cases additional changes are needed for specific fielding needs, e.g., relocation activities. There are occasional needs for a test-related modification when performance or integrity issues require resolution. The Contractor must coordinate NASE Maintenance Releases with all Contractor development and release efforts, including sharing a) the code baseline, b) hardware baseline, c) non-op tools baseline, d) requirements baseline, and e) configuration management activities.

These activities will be detailed within Task Order(s).

WAAS Operations Specialists are located at the National Operational Control Center and the Pacific Operations Control Center. The WAAS Operations Specialists perform continuous 24 by 7 by 365 real-time status and performance monitoring of WAAS. WAAS Operations Specialists initiate manual actions such as corrective and periodic maintenance. The WAAS Operations Specialists are also responsible for certification of WAAS Service.

The WAAS Test Group, located at the William J. Hughes Technical Center, Atlantic City, NJ, is responsible for oversight of WAAS testing and provides key technical experts for WAAS design, test, operation, and anomaly resolution. The WAAS Test Group conducts additional real-time and historical performance monitoring of GPS and WAAS.

The FAA’s Logistics Center (FAALC), located at the MMAC, provides depot-level support for WAAS equipment. Replacement components are provided through the FAALC via CDLS services for the WAAS.

C.1.2.2 Relationship and Coordination with Other Organizations The contractor must coordinate as articulated in each awarded Task Order with the internal FAA offices, Governmental organizations, and Non-Governmental organizations named in each awarded Task Order to carry out the specified tasks and responsibilities as prescribed in the contract and awarded Task Orders.

C.1.3 Scope As identified in individual task orders, the services provided under this contract will support the Navigation Branch of FAA. The Contractor must furnish the necessary personnel, materials, equipment, facilities, travel, and other services required to satisfy the task order requirements for technical, logistics, acquisition and business support services described therein. While Section C.5 of this Statement of Work (SOW) identifies task areas, the scope of each task order will be further defined with the relevant specificity. All Contractor work activities under this Contract will be issued via Task Orders in accordance with the procedures outlined in Section G.11.

The personnel in each labor category must conform to or exceed the staffing qualifications outlined in Attachment J-32 of this contract. In accordance with section H.10, the Government may waive requirements of Contractor personnel for individuals who possess superior qualifications in terms of education, capabilities, experience, or accomplishments.

C.2 APPLICABLE DOCUMENTS

The following specifications, handbooks, standards, and drawings form a part of this contract and are applicable to the extent specified herein. The latest version of these documents as of the contract award date shall apply, unless the version is otherwise explicitly provided.

C.3 CONTRACT MANAGEMENT

Contract management is a mandatory element of all TOs issued under the DFO-2 contract. The objective of contract management is to provide the necessary program management, project control and contract administration required to manage a high volume, multiple contract type TO process – ensuring that cost, schedule and quality requirements of each order are tracked, communicated to the Government, and ultimately attained. The use of commercially available automated tools, process expertise and other metrics supporting task order management are encouraged to provide quicker access, improved accuracy and enhanced accessibility.

Additionally, these will promote timely monitoring of status/deliverables, facilitate tracking of the quality of work products, and assist with gauging overall customer satisfaction.

The Contractor must provide the appropriate program management and project controls necessary to manage the Task Orders; ensure that costs, schedule, and quality requirements for each Task Order are continually tracked with status communicated to the FAA; measure and report Earned Value Management; provide necessary Supply Chain Management, Contract Management, Resource Management and Subcontract Management; and ensure that each Task Order is successfully completed.

The Contractor must furnish the necessary and appropriate personnel, materials, equipment, facilities, travel, and other services required to satisfy the specific requirements of each Task Order.

C.4 CORE CAPABILITIES

The Core Capabilities are capabilities that the Contractor must be capable of providing in order to perform the SOW requirements. The Government has the right to request work and deliverables requiring some, all or none of the Core Capabilities in the Task Orders issued under this Contract.

1. Satellite Navigation: Technical knowledge of and experience with GPS and SBAS.

Understanding of GPS-based Position, Navigation, and Timing as identified in the GPS Interface Standards, GPS-IS-200 and GPS-IS-705 and the associated Standard Positioning Service Performance Specification. Understanding of Minimum Operational Performance Standards for Global Positioning System / Satellite-Based Augmentation System Airborne Equipment (RTCA/DO-229). Working knowledge of ICAO SARPs specific to SBAS, including the technical baseline for DF SBAS.

2. Communications: Technical knowledge of and experience with both TDM and Ethernet-based terrestrial communications systems. Understanding of industry-standard routing and data transmission protocols and solutions. Technical knowledge of transitioning from TDM-based to Ethernet-based terrestrial communications networks.

3. Software Development: Demonstrated matured and repeatable software development processes. Technical knowledge and application of FAA-STD-026A in the development and verification of software-intense, geographically-dispersed, near-real-time safety-critical systems.

4. Software Certification: Demonstrated knowledge of, and experience with, software assurance process based on the FAA-approved means of compliance applied to the software development and verification of the safety-critical systems required assurance to RTCA DO-178B Software Level (SL) B or its equivalent. Demonstrated knowledge of and experience with the application of FAA Advisor Circular No 23.2010-1.

Demonstrated working relations with current FAA approved Designated Engineering Representatives.

5. Systems Engineering: Technical knowledge of, and experience with, developing and executing systems engineering according to a Systems Engineering Management Plan.

This includes a) requirements development and allocation, b) requirements management,

c) configuration management, d) risk identification, e) management and requirement validation and verification, f) reliability, availability and maintainability, g) hardware drawing generation, and h) updates. Also, technical knowledge and experience with Dynamic Object Oriented Requirements System, ClearCase/ClearQuest, and Cradle.

6. System Security: Technical knowledge of and experience with designing and developing a secure, robust system based on industry security best practices and adherence to

NIST/FAA standards to achieve compliance to FAA security requirements. Demonstrated expertise in risk mitigation when migrating to a cloud-based communication network.

7. Automated Requirements-Based Testing: Technical knowledge of, and experience with, different levels of requirements-based testing (System, software, unit), as well as the ability to describe an automated test environment for the requirements-based test.

Additionally, experience with development and implementation of an automated test environment, including tool integration and development. Commercial Off-the-Shelf (COTS) tools are preferred over proprietary tools.

8. System Test Development and Test Environment maintenance and management:

Technical knowledge of and experience with maintaining and enhancing development and test environments.

9. Standards Implementation: Technical knowledge and understanding of both national and international technical aviation standards (e.g., FAA, RTCA, and ICAO standards).

10. Integrated Logistics Support: Technical knowledge of and experience with managing logistics for deployed systems, including assessment of obsolescence, replacement of obsolete components, depot level repair, shipping, and procurement of replacement items.

C.5 TASK AREAS

If ordered by FAA, the Contractor must provide support in the areas articulated below. As stated in C.1.3, all Contractor work activities under this Contract will be issued via Task Orders in accordance with the procedures outlined in Section G.11.

• Integrate the new GUS receiver upgrade into the existing GUS sites:

Design and develop WAAS modifications that replace existing GUS Receivers with updated GUS Receivers provided as Government Furnished Equipment (GFE).

• Update WAAS DO-178B SL D processors and migrate to Linux operating system:

Design and develop WAAS modifications to replace existing DO-178B SL D processors with Intel x86 based processors. As part of this modification, the Contractor may be required to transition the WAAS from an AIX-based operating system and compiler to a Linux operating system and compatible compiler.

• Develop and enhance automated requirements-based testing capabilities for

WAAS software (SW), including operational software, software toolsets, and software test capabilities:

Design, develop and verify automated DO-178B SL D software test capabilities. The automated test capability will be focused on high-level requirements-based testing.

• Re-establish WAAS Operational Software DO-178B SL D and/or SL B Safety Baseline:

Modify DO-178B SL D software, operating system or compiler and will need to re-certify all SL D operation software, including tools used for operational baseline development, integration, and testing.

Modify WAAS DO-178B SL B software and will need to recertify the SL B codebase, including tools used for operational baseline development, integration and testing upon any such modification.

• Transition of WAAS Telecommunications Network (TCN) from existing Time Division Multiplex (TDM) based circuits to GFE Cloud-based communications networks:

Design, develop, and test modifications to the WAAS TCN that migrate from existing prime-line circuits to an FAA-provided cloud-based network. Such modifications would require the Contractor to develop transition strategies that continue to support WAAS performance and information security requirements.

• Update WAAS Security Architecture:

Implement information security requirements in accordance with the WAAS Performance Specification (FAA-E-2892e). The Contractor may be required to implement information security updates using a combination of commercially available tools and contractor-developed functionality.

• Conduct Technical Refresh of WAAS equipment:

Refresh WAAS equipment, including necessary modifications to software and hardware baselines and logistics requirements.

• Design and implementation of WAAS Dual Frequency Operation (DFO) Limited Operational Capability (LOC), Initial Operational Capability (IOC) and Full Operational Capability (FOC) service:

Design, develop and test WAAS Dual Frequency Operations LOC, IOC and FOC capabilities in accordance with the WAAS performance specification and Task Order requirements. The Contractor would need to 1) develop a separate software and hardware baseline; 2) modify and recertify DO-178B SL B and SL D operational software and tools; and, 3) construct additional hardware components.

• Modify the existing WAAS L1 service to process L1 and L5 GPS signals:

Design, develop and test WAAS algorithms and software to change from the use of GPS L1 C/A and L2 P(Y) for GPS ionospheric corrections to the use of GPS L1 C/A and L5 signals.

• Implement SBAS Resiliency:

Design, develop, and test WAAS modifications required to support the characterization of the current and projected operational threats to achieve resiliency, particularly in the cybersecurity domain.

• Implement SBAS Authentication:

Design, develop and test WAAS modifications required to support future SBAS authentication requirements as required per ICAO SARPS updates.

• Sustain the WAAS Geostationary Earth Orbit (GEO) satellite constellation by integrating FAA-provided WAAS GEO satellite payloads and supporting ground infrastructure:

Design, develop, and test WAAS hardware and software modifications required to integrate new WAAS Geostationary Satellite service leases into the WAAS and support removal of existing Geostationary Satellite service leases.

• Provide Contractor Depot Logistics Support (CDLS) in support of WAAS lifecycle maintenance:

Stand-up and support a contractor logistics facility that can support receipt and shipment of WAAS equipment and support test, repair and replacement of failed WAAS units.

• Conduct studies, analysis, architectural development, prototyping and development in support of Technology Opportunities for WAAS:

Perform analyses, develop WAAS architectural changes, develop prototypes, and conduct design and development activities. Such efforts may be in response to changes in GPS schedules and/or capabilities, modifications to driving program specifications or industry standards (such as DO-229 WAAS Minimum Operational Performance Standards (MOPS), Dual-Frequency Multi-Constellation MOPS, ICAO SARPS, etc.), changes in FAA and/or US security postures, the introduction of additional GPS and /or SBAS capabilities, etc., during the period of performance of this contract and task orders.

• Transition Planning:

Develop a transition plan for the startup of Contract work activities, which may include the transition of GFE development, integration and test environments for the WAAS. During this period, the Contractor will initiate and accept the transfer of relevant information, data, and equipment from the previous Contractor. The transition may also include the transition of spare equipment and component testing equipment and setups.
