1. Background: The FAA operates and maintains at this facility, a closed hot water heating system, closed chilled water cooling system, open condenser water system as well as a well water and sewage treatment system.

Package type boilers are utilized for generating hot water, centrifugal chillers are utilized for generating chilled water and an open cell-cooling tower is utilized for condenser water heat rejection. Process water chemical treatment is utilized to control scale deposit, corrosion, pitting, slime and algae. A monitoring program using test coupons, and daily water sample testing is employed to verify satisfactory performance of the Process Water Chemical Treatment Program.

2. Requirement: The FAA has a need for Process Water Chemical Treatment and a Fuel Treatment Program whereby a private contractor furnishes necessary chemicals and chemical expertise to properly maintain control of scaling, corrosion, pitting, slime and algae in the Process Water System and biocide and sludge dispersant treatment for the fuel system. The contractor shall also furnish and maintain all chemical pumps necessary to pump liquid requirements by this contract. The pumps must be capable of variable/adjustable output as required to maintain proper chemical balance. The vendor shall provide and maintain all chemical injection pumps, tubing, injectors, and metering equipment. The vendors will supply all reagents and chemicals required to maintain the water treatment, fuel treatment and sewage treatment systems.

3. FAA Responsibility and Equipment:

a. Responsibility: The FAA will operate in accordance with the contractor's instructions, all chemical treatment equipment provided by the contractor.

b. Equipment: FAA owned chemical treatment equipment for the various systems are as follows:

Conductivity controlled automatic bleed, sensor operated with automatic makeup. Automatic timed chemical feed pumps with injector. P-H monitoring equipment. Water meter on makeup line with electrical contacts.

(4) Sewage System

(5) Well Water System

(6) Fire protection System

(7) Soft Water System: We have three water softeners in chemical building and one in the B 116. All maintenance and repairs shall be the contractor's responsibility, it is not the Contractors responsibility to Replace the Softener heads, just maintain and repair if possible.

4. Regulatory Requirements: All chemicals and applications of chemicals and procedures shall be in accordance with all requirements of Federal, State and Local Governments.

5. Contractor Qualifications: The contractor and his/her field representatives who propose to regularly visit the facility shall be fully established, qualified and experienced in the field of process water chemical treatment. The field representative shall be experienced in process water treatment of the above listed systems and knowledgeable in the setup, use and adjustment of, based upon knowledge of local makeup water analysis, anticipating the types of water treatment problems likely to occur, and furnish the appropriate chemicals and recommended concentrations to prevent the problems. The heating and air conditioning equipment in which this contractor will be maintaining water quality control cost several millions of dollars. The cost of energy to operate this equipment is extremely high and therefore, the maintenance of maximum efficiency is essential. If a very thin film of deposit is allowed to develop and remain on this equipment, heat transfer for a year the reduction in efficiency will cost the FAA several times the annual cost of this contract. Therefore it is not only required that the contractors field representative be knowledgeable of local makeup water and atmospheric conditions as specified previously, he/she must also be reasonably available to visit the facility on within 12 hours of notice if required, due to unusual or emergency conditions.

In order to facilitate this, it is a contract requirement that the contractor or his/her field representative maintain an office or residence within an approximate 50 mile radius of the FAA facility and provide successful chemical treatment services to other similar customers in this geographical area containing similar water conditions. The chemicals furnished by the contractor for water treatment shall be the best chemical grade available for the purpose intended. They shall be scientifically and specifically formulated for each application and have been successfully used in the past and proved to be effective for the purpose intended with minimum side effects.

6. Process Water Chemical Treatment Program:

a. Hot Water System: Furnish and install as needed suitable chemicals which will control corrosion on internal metal pipe surfaces and prevent scale deposit buildup anywhere in the system. Provide a recommended chemical concentration level, and the test equipment as required to do test.

b. Chilled Water System: Furnish and install as needed suitable chemicals which will control corrosion on internal metal surfaces and prevent scale deposit buildup on chiller tubes and anywhere in the system.

Provide a recommended chemical concentration level, and test equipment as required to do test.

c. Condenser Water System: The current bleed off procedure will be based on recommended maximum cycles of concentration, adjust automatic bleed off for proper conductivity setting. Furnish and install suitable chemicals which will prevent growth of algae and slime by automatic feed methods. Furnish and install suitable chemicals which will hold minerals in the system water in solution and prevent them from depositing as scale on any surfaces of the system. Furnish and install suitable chemicals which will control corrosion of system metal surfaces. Make necessary adjustments to chemical feed pumps, timers, switches for proper operation with chemicals that contractor furnished. Provide a recommended chemical concentration level, and test equipment as required to do test.

d. Sewage Water System: ESA Cast-Away or equivalent will be used to prevent the buildup of scale in the quantity necessary to control scale and other deposits in the urinal drain lines and traps for biweekly PM's, the change will be quantity necessary to control scale and other deposits in the urinal drain lines and traps for weekly PM's. (This change will double the usage and quantity required and will need a new RFP The chemical "Bacstop" or equal will be provided to control odor in the sewer sumps.

e. Well Water System: Maintain to Florida State Standards for Potable Water.

f. Fire Protection System: Chemicals to prevent the buildup of scale in our wet pipe fire protection system.

g. Soft Water System: Maintain soft water for make up in condenser water system,, chill water system, and hot water heating system.

All chemicals to control buildup and deposits in the waste water system will be provided by the contractor. The chemicals used will be approved by the COTR

7. Chemicals: All chemicals shall be furnished to the FAA systems in sealed containers with a factory label conforming to EPA regulations completely describing the ingredients and any warnings. Hand written labels will not be acceptable. Chemicals shall be guaranteed to not damage systems in which they are placed using concentrations recommended. The contractor shall furnish the FAA with all material safety data sheets for chemicals used. The use of acid to accomplish the requirements previously specified is prohibited.

Prospective contractors whose bids incorporate the use of acid together with other chemicals will be rejected.

Acids can only be used on an individual circumstance basis to correct scale deposits buildup caused by a failure to comply with the requirements of this specification and then only with the written authorization of the contracting officer.
