SPECIFICATION FAA-AJWC15D-602408
REFURBISH EIFS SIDING
TKO VOR – MANKATO, KS
01/08/2024
The following specifications and advisements constitute the working portion of the contract between the Contractor and the Federal Aviation Administration, an Agency of the Federal Government. The Contracting Officer (CO) assigned to this contract shall be the only individual with authority to speak for and contractually bind the FAA. All communications, authorizations, approvals, changes, modifications, etc. involving this contract shall be with and through the CO. Any action not approved by the CO shall not bind the FAA.
Contracting Officers Representative (COR): The Contracting Officer (CO) may assign a COR to oversee the work on the project and act as a technical point of contact. A letter dating the COR's responsibilities and authority will be issued when a COR is assigned.
Site Inspection: It is recommended that the Contractor perform a field inspection prior to bid submission in order to inform himself of the specific working conditions applicable at the site and to ascertain the correct types/amounts of work to be performed. If the bidder chooses not to visit the site, he will nevertheless be charged with knowledge of conditions that a reasonable inspection would have disclosed. A site visit date will be set up by the Contracting Officer and the Facility Manager.
Prospective bidders shall contact the C.O. for the date and time.
Work Hours: Work shall be performed during a scheduled work week of 40 hours. The Contractor shall furnish a statement of the number of hours, days, and times to be worked per week along with the number of persons on site. The start and stop times shall typically be coordinated with the schedules of the FAA COR or facility personnel providing escort to minimize or prevent the need for overtime work by FAA personnel. Any work outside of this shift will be considered overtime work. The Contractor may work overtime provided the Contractor notifies the COR a minimum of 48 hours in advance of any weekend, holiday, or overtime work and the FAA has personnel and funding available to provide access to the site.
Facility Operation: The work will require a long-term facility outage for the VOR which must be requested at least 30 days in advance of the planned start of work. The Contractor shall work with the CO and SSC manager immediately after contract award to identify a potential Notice to Proceed/start date and have the SSC request the long term outage.
Site Access, Storage Space: The site is located within the fenced plot of the VOR facility and therefore access to the site will be limited to approved work hours and only when escorted by the FAA COR.
Sanitary Facilities/Water: Sanitary facilities and water are not available at the site. The contractor shall supply water as needed and a Johnny-On-The-Spot type restroom facility for use throughout completion of the contract. The unit shall be kept clean, stabilized to prevent blow-over, and shall be serviced weekly.
Electrical Power: The contractor will be allowed to use electrical power from the facility (internal outlets or exterior convenience outlet if available) but he will be responsible for providing extension cords as needed and shall use only those outlets specifically designated by the COR.
Protection of Existing Property: Work and storage space is limited at the site. The Contractor shall confine the movement and storage of vehicles, equipment, and materials to such routes, times, and locations, as may be designated by the COR. The Contractor shall take all precautions necessary to protect the existing facilities, equipment, buildings, towers, buried and overhead cabling, etc… during the contract. Any areas damaged by the Contractor, his employees, or any subcontractors shall be repaired by the Contractor at no additional cost to the Government. Repairs shall be approved by the COR and shall match the original. The Contractor shall provide all temporary covers, enclosures, etc..., required to protect the existing facilities.
Drawings: The following drawings are included as part of the contract documents:
CE-D-TKO-4876 VORTAC FACILITY SITE
Scope of Work: Work on this contract is for refurbishment of the VOR equipment building and work shall include the following:
1. Repair approx. 6 holes by cutting out and replacing damaged underlying insulation and re-coating with mesh and base/finish coating per EIFS manufacturers’ repair manual.
2. Replace damaged area of corner track.
3. Re-attach loose wall mounted A/C disconnects by using longer fasteners screwed into original wall panels.
4. Remove and replace existing sealant around all wall-mounted boxes/conduit, and other openings/penetrations.
5. Frame in and install new section of EIFS siding in opening left by aluminum vent fan at SE corner to be removed by FAA previous to start of work.
6. Clean/prep entire EIFS surface and coat with elastomeric paint per EIFS manufacturer requirements.
7. Scrape and repaint concrete foundation.
8. Prep/paint 5 vent hoods and other previously painted surfaces/panels/conduits on walls.
9. Install wood support framing and vinyl soffit under roof overhang.
10. Prep/paint propane tank bollards.
11. Clean and restore site to original condition.
1.0 EIFS Siding Repair:
1.1 – Cleaning: Note: No water source is available at the site and protect wood surfaces to be painted from getting wet during power washing of siding. Thoroughly wet the entire wall to be cleaned prior to the application of the cleaning solution. Apply cleaning solutions using a low-pressure sprayer, 30 to 50 psi. Complete an entire wall application at one time in order to prevent “clean streaking”. Acceptable cleaning solutions are the following:
Prosoco Lawrenceville, KS 60046
(800) 255-4255
Enviro Klean® EIFS Clean ‘N Prep
Shore Corporation Pittsburgh, PA 15210
(800) 860-4978
2600 EIFScrub
ABR Products, Inc.
Franklin, WI 53132
(414) 421-4125
Building Wash 3
The pressure used must be adequate to coat the finish surface with the cleaning solution and not more.
Chemicals in the cleaner provide the cleaning action, not the force of the water spray used to apply the cleaner. Scrub the EIFS surface with a soft bristle brush following the cleaning solution manufacturer’s instructions for application and scrubbing. Caution: DO NOT use high pressure to apply cleaning solutions, as the solution may be driven through the finish and into the base coat, and become the source of future staining. Rinse the wall with large amounts of clean, pressurized water from top to bottom before the cleaning solution can dry. Higher pressure (< 600 psi) should be used for the water rinse to remove surface contaminants that have been lifted by the chemical action of the cleaning solution, and also to remove any residue of the cleaning solution itself. Exercise care with the higher pressure so as not to damage the finish. Allow surfaces to dry for 36 hours before application of new coatings.
1.2 Sealant Replacement – Remove and replace all caulking/sealants in joints, penetrations/openings and along edges of the EIFS system. Cut out and dispose of existing sealant. Prep surface and install new sealant primer and sealant per the manufacturer’s requirements. Acceptable sealant sources are as follows:
Tremco, Inc.
Sealant: Spectrem 1, Spectrem 3 and Spectrem 4 Primer: TREMprime Silicone Porous Primer
Pecora Corporation Sealant: Dynatrol II Primer: Type 75 or 150
Pecora Corporation Sealant: 890 Silicone Primer: P75
Sika Corporation Sealant: Sikaflex 2C Primer: Sikaflex 429*
Dow Corning Sealant: Dow Corning 790, 791, 795 Primer: Dow Corning 1200 Prime Coat
1.3 – EIFS Repair: Repair any existing damage/holes in the EIFS surface by repairing finish and/or removing the damaged areas and installing new insulation, mesh, base and finish coats; all per the EIFS manufacturer published repair guidelines. Submit a copy of the EIFS manufacturer repair manual/guidelines to the COR previous to the start of work to identify and discuss the damaged areas to be repaired and the appropriate repair methods to be used.
1.4 – Elastomeric Coating: Allow the EIFS surface a minimum of 36 hours after cleaning/repair to completely dry. Install 2 coats of Dryvit Weatherlastic Smooth elastomeric coating per the manufacturer’s requirements. Protect newly installed caulk/sealants from damage during application of coating. Note: Elastomeric Coating cannot be applied previous to sealant as the Weatherlastic product will prevent proper adhesion of the sealant to the EIFS surface. Select Weatherlastic color from standard manufacturer color chart to match existing EIFS finish color.
2.0 Painting -
2.1 Wood - Scrape/wire brush peeling wood surface to remove loose paint. Protect wood surfaces from getting wet during power washing of siding. Prime with 1 coat of Sherwin Williams or approved equal exterior oil-based wood primer followed by 2 coats of Sherwin Williams or approved equal Sher-Cryl
HPA.
2.2 Steel Vent Hoods – Scrape/wire brush and power wash surface to remove loose paint and dust/debris. Allow to dry and apply 1 coat of Pro-Cryl or equal universal acrylic primer and 2 coats Sher-Cryl or equal HPA top coat.
2.3 Concrete Foundation – Scrape 2” of existing rock surfacing away from foundation and wire-brush surface to remove dirt and loose paint. Power wash/rinse surface and prime with an exterior masonry primer and then 2 coats of Sher-Cryl or equal HPA top coat. Push/level rock back against foundation.
3.0 Vinyl Soffit Installation –
3.1 Install a vented vinyl soffit system similar to Ply Gem Economy Triple 4” (T4) vented soffit under the roof overhang. Install joist hangers from the existing framing and 2”x6” joists in the new hangers with mid-span wire hanger supports as necessary to provide minimum manufacturer required support for new panels. Vinyl soffit panels shall be installed per manufacturer’s instructions using exterior rated fasteners with required spacing and type/depth to allow for panel expansion and contraction. See example photo’s below.
4.0 Prep/Paint Bollards:
4.1 Prep by removing any loose paint/rust with a wire brush and lightly sand surface with 100 grit abrasive. Powerwash surface to remove dust/residue and allow to dry completely. Prime with 1 coat of Sherwin Williams Chem Chromic or equal enamel primer and 1 topcoat of a bright red Sherwin Williams DTM or equal finish.
5.0 Clean-up: After the satisfactory completion of the above work and before leaving the site, the contractor shall clean up and dispose of/remove all trash, refuse, excess material, etc. leaving the site in its original condition.
