CLARIFICATIONS TO RFP FA9453-09-R-0002 QUESTIONS

1. PWS, Section 4.7.1, page 10 states that “…the contractor shall provide a Program Management Plan (PMP) for the contract/task order…” whereas Section 4.7.3, page 10 states that the “…Program Management Plan shall be made available for Government review upon request.” Are we required to provide the PMP as part of the proposal? If so, what volume should it be included in?

· Both PWS paragraph 4.7.1 and ITO paragraph 4.2.3.2 identify a program management plan is to be submitted for each contract/task order. This is to be included in the Mission Capability Volume II reference ITO paragraph 4.2.2.

· Paragraph 4.7.3 refers to and requires that throughout the life of the contract/task order the program management plan is to be available upon request.

2. ITO, Section 2.2, Table 2.2, page 3 identifies a Volume II containing the Mission Capability proposal material. Subsequently, ITO Section 4.2.2 page 7 states that “separate mission capability proposals … must be submitted for each task identified in PWS, Appendix A-3 through A-11.” Is it your desire that Volume II be composed of nine (9) separate Task Proposal in nine (9) separate three ring loose-leaf binders? If not, what is the intent?

· Volume II Mission Capability shall have a Mission Capability Proposal for each task. A separate three ring loose-leaf binder for each is not required. However, where each task mission capability proposal begins and ends should be easily identified and accessible.

3. ITO, Section 6.5.1.e.4), page 18 states that travel and ODCs are baselined by the Government. Is the offeror required to provide detailed backup for the Government stipulated travel and ODCs or is it adequate for the offeror to use the stipulated values with no backup?

· ODC’s are baselined. The offeror should use the amounts stipulated in the RFP. Back-up data is optional from the offeror.

4. ITO, Section 7.0, page 21 requests an “all inclusive list (one list) that includes all labor categories and unloaded/unburdened base salary for each labor category that will be used for the nine initial task orders.” Our standard accounting practice for CPFF contracts is to bill actual hours worked by employees or subcontractors. Would it be acceptable to submit the salary data by individual for each labor category?

· Yes. It is acceptable as this data is for informational purposes only as stated in ITO, Section 7.0.

5. ITO, Attachment 3, page 28.

a. What blocks is the offeror required to complete before sending the questionnaire to the evaluators?

· A through F should be completed as a minimum.

b. Does the offeror send Attachment 3 to the PM, CO, and ACO identified in ITO Attachment 2?

· Attachment #3 should be sent to the cognizant Contracting Officer (CO) for each applicable contract identified in Attachment # 2, Past Performance Information.

c. When should these be sent?

· Immediately.

d. Is the offeror responsible for following up with the PMs, COs, and ACOs to try to have the completed forms submitted in a timely way or is this a Government responsibility. If so, what is the due date for these?

· ITO paragraph 5.2, “The offeror must initiate/submit all ITO, Attachment #3, Past Performance Questionnaire(s) to all parties (past performance references) identified/submitted in ITO, Attachment # 2, past performance information.”

· The offeror is not responsible for follow-up. However, it is in the best interest of the offeror to follow-up and ensure the applicable COs are completing Attachment # 3. The Government will also attempt to make contact with references.

6. ITO, Section 7.3.4.1, page 23 states that the offeror should “submit a subcontracting plan for each task order greater than $550,000.” Is it your intent that the offeror submit a separate subcontracting plan for each task order greater than $550,000 or would one subcontracting plan with sections providing the statistics on each task order greater than $550,000 be acceptable since much of the non-statistical part of the plan will be the same for each task order?

· A subcontracting plan is required for each task order (options included) exceeding $550K.

7. How are these services currently being performed? Under contract? In-house?

· Contract

8. If these requirements are currently being performed under a contract,

a. Who is the Contractor?

· Universal Technology Corp

b. What is the contract number?

· FA9453-04-F-0003

c. When does the contract expire?

· 31 May 2009

d. What is the current contract value?

· $27M
