Q1. Is Section 7.0 Program Focal Points in the SOW Supplemental Requirements meant to be contractor or Government POC’s? If Government, shall we leave blank for government to fill in?

A1. The Government is requesting Offeror’s Program Focal Points in response to Section 7.0 Program Focal Points in the SOW Supplemental Requirements.

Q2. Section 4.2 of the SOO indicates that monthly technical and cost information is due by the 10th of the following month and states “Provide this information as requested by the Government or on a monthly basis with information being provided no later than the 10th of the following month.” This is inconsistent with CDRL A005 which states that technical cost and status reports are due 15 calendar days after the end of each subsequent accounting period (monthly). Is it intended that the contractor will provide the information requested in section 4.2 of the SOO with the submittal of CDRL A005?

If so, could the Government indicate when this report (A005) is due?

A2. The Government will update the SOO to reflect that technical cost and status reports are due 15 calendar days after the end of each subsequent accounting period (monthly), which will align it with

CDRL A005.

Q3.Call 0004 states specific Fiscal Year funding levels to include $2,991,427 for FY20. By the time the award is made, there may only be 1 to 3 months left in FY20, and it would be very difficult to bill that much funding in that short amount of time. Should offerors still price FY20 based on the funding levels shown in the BAA documents, or is there different direction we should follow?

A3. The Government anticipates using 2 year funds and recommends offerors build a funding profile for 60 months based on estimated Year 1 start date between 4th Quarter 2020 and 1st Quarter 2021.

Q4.Can the Government please provide an estimated Year 1 start date?

A5. The Government anticipates awarding between 4th Quarter 2020 and 1st Quarter 2021.

Q5. Please confirm that the Compact Discs (CD) are to contain the entire proposal package on each CD copy (3). If not, how does the Government prefer they be organized?

A5. Each CD must contain the entire proposal package.

Q6. Can the government confirm that position descriptions for any positions not filled at the time of proposal submittal do not count against the Technical Volume page count?

A6. The position decriptions for any positions not filled at the time of the proposal are included in the total volume whether the positions are filled or not.

Q7. CD Delivery: Does the 3 copies of the CDs have to be postmarked or received by the submission deadline of 12pm (Mountain Time) May 11, 2020?

A7. The Offerors should make every reasonable effort to ensure that the CDs are delivered by the submission deadline of 12 pm MDT 11 May 2020, however, for timeliness decisions, the Government will useing the receipt via DoD SAFE.

Q8. Security Requirements: Please specify the security requirements for TEMPEST?

A89. The Government does not anticipate the usage of TEMPEST, which is being defined as secure internet and email at the contractor’s location. Secure telecommunications will be provided at the government location

Q9. Funding Profile: Can you provide clarification for section 7.0 of the funding profile?

Specifically, the period of performance (section 8) indicates a performance for 60 months, however the funding profile indicates that it will go out to FY24 which does not seem possible given a start date later this year. As a result the table in section 7.0 will need to be updated.

A9. The funding profile in 7.0 (ANTICIPATED FUNDING) is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. It is intended for this effort to be a 57 month technical effort with an additional 3 months allotted for final report preparation and administrative closeout actions. The Period of Performance will be established at the time of contract award. This is 2 year RDT&E funding and can be obligated through the end of FY25.
