Questions & Answers

14 APRIL 2020

1Q. Does the Government require the Laser Vulnerability Research-Assessments (LVR-A) Supplemental Requirements completed and submitted as an attachment or appendix to the C- SOW? If so, could you confirm it’s not included in the 5-page C-SOW limitation?

1A.The Government requires the Laser Vulnerability Research-Assessments (LVR-A) Supplemental Requirements completed and submitted as an attachment which is not included in the 5-page C-SOW limitation.

2Q. Page 5 of the BAA Call, Section 12.0, states that due to COVID-19, this call will require proposals submitted via the DoD SAFE site. In order to drop off files, the DoD SAFE site requires a drop off authorization or code provided by the Government. It’s our understanding that the code will expire within 14 days, therefore could the Government send a drop off authorization within 14 days of the proposal due date?

2A.Potential bidders, including subcontractors, will be required to request a drop off authorization code. Instructions on how to request a drop off authorization code are attached at the end of this Q&A as “Attachment 1.” It is the responsibility of the bidder to request a DoD SAFE drop off authorization a minimum of 48 business hours prior to proposal submission deadline.

3Q.It is also stated that the proposal shall be physically delivered via mail on three (3) Compact Discs(CD’s). For a subcontractor’s fully disclosed cost proposal, is submission via the DoD SAFE site sufficient or should they submit the 3 CD’s as well?

3A. Subcontractors shall submit fully disclosed cost proposals electronically via DoD SAFE and also shall submit 3 CDs as indicated in the Call.

4Q. Given the ongoing impacts associated with the public health emergency of COVID-19 experienced by the DoD Industrial base and the resources necessary to comply with the various issued Governmental guidance, will the Government grant a two week extension to the proposal due date to 25 May April 2020?

4A. At the time of posting, the Government extended the submission date from 30 days to 47 days.

At this time, the Government is not granting an extension, and the due date for the submissions remains 11 May 2020.

5Q. In order to ensure we are in compliance with Federal and state and local directives related to public health emergency for COVID-19 and the safety of personnel, please confirm if the LVR-A effort is considered mission essential work?

5A. The Government cannot state, at this time, whether LVR-A will be mission essential. If, in the future it is necessary to make a mission essential determination, instruction will be provided.

Attachment 1- DoD SAFE Instructions What is DOD SAFE?

• DoD SAFE is a web-based tool (https://safe.apps.mil) that provides authenticated DoD CAC users and guests (unauthenticated users) the capability to securely send and receive large files, including files that are too large to be transmitted via email. Guests can receive files from CAC users and (only if CAC users requested files) send files to CAC users. Notification is achieved via email.

DoD SAFE has an ATO and is approved for transfer of FOR OFFICAL USE ONLY (FOUO), Personally Identifiable Information (PII), and Protected Health Information (PHI) data.

DoD SAFE utilizes the latest web browser encryption transport protocols to secure files when they are in transit. Files uploaded into SAFE can be encrypted at rest if the sender selects the corresponding check box on the DoD SAFE site. DoD SAFE users are responsible for ensuring they encrypt FOUO, PII, and PHI data. DoD SAFE is for UNCLASSIFIED USE ONLY.

Who can send files through DOD SAFE?

• Authenticated CAC users can send files to any email address (i.e., .mil, .gov, .com).

• Guests (i.e., PIV holders, users with .com and .edu emails) can send files but only if solicited by

CAC users.

o In order for a guest user to create a drop-off, they must receive a drop-off request from an authenticated user. A drop-off request is valid for 14 days.

What browser(s) work with DOD SAFE?

• Firefox

• Edge

• Chrome

• *Internet Explorer Is NOT recommended; Internet Explorer limits file uploads to 2GB
