The contractor’s mitigation plan will be determined acceptable solely at the discretion of the Contracting Officer. If the Contracting Officer unilaterally determines any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies deemed necessary.
11.8 Type of Contract: The Air Force reserves the right to award the contract type under the FAR that is best suited to the nature of research proposed. It is anticipated that any awards based on this Call will generally be cost reimbursable (which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract). No opportunities for assistance instruments, including grants, cooperative agreements, or technology investment agreements exist under this Call.
11.9 Technical Proposal: The Technical Proposal shall not exceed 15 pages (10-pages technical proposal and 5-pages contractor’s non-proprietary statement of work) and shall be submitted in accordance with the requirements specified in the baseline BAA, FA9451-18-S- 0003.

The Cost Section has no page limitations.
11.11 Proposal Review and Evaluation Process: Proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated against the following criteria (listed in descending order of importance):
Technical Merit
Importance to AFRL/RDL Programs
Cost/Price: Cost/Price is a substantial factor, but third order of priority. The cost evaluation includes the realism of the proposed cost. If an offeror proposes the use of GFP and that GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only.
11.12 Categorization and Selection Process: Based on the evaluation, proposals will be categorized as Highly Recommended, Selectable or Not Selectable (see definitions below):
Highly Recommended: Well-conceived scientifically and technically sound proposal pertinent to accomplish goals and objectives. Proposals are recommended for acceptance if sufficient funding is available, and normally are displaced only by other Highly Recommended proposals.
Selectable: Scientifically or technically sound proposals that may require additional development. Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended proposals. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Highly Recommended proposals.
Not Selectable: Proposal is not technically sound or does not meet agency needs. Even if sufficient funding existed, the proposal should not be funded.
The Government reserves the right to award some, all or none of the proposals. When the Government elects to award only part of a proposal, the selected part may be categorized as Highly Recommended or Selectable, even though the proposal as a whole may not merit such a categorization.
Selection for award will be based on technical, importance to agency programs and funding availability.
Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.
11.13 INTENT TO PROPOSE: It is recommended for potential offerors to advise the primary contracting point of contact if they intend to submit a proposal in response to the Call. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
11.14 PROPOSAL SUBMISSION: All proposals shall be submitted in accordance with the baseline BAA, FA9451-18-S-0003. Proposals shall be submitted to the primary contracting point of contact at the address listed below. Hand-delivered proposals, or proposals sent via facsimile or any other electronic means will NOT be accepted.
