2. Scope: The scope of contractor support includes support for the full spectrum of the HEL-JTO portfolio of activities. The scope of contractor support requires DE and HEL recognized professionals that have developed superior processes for analyzing laser weapon system problems, defined solutions, provided recommendations and successfully implementing those solutions and recommendations. Specifically, the support required will focus on four categories of A&AS: (1) Technical Oversight and Management; (2) Analysis of HEL Investment Strategy Goals, Objectives and Progress; and Requirements; (3) Planning/Analysis for New and Legacy Projects; and (4) Management Support Services and Engineering and Technical services. This support includes preparing a substantial amount of briefing material for use by the Director of HEL-JTO during interaction with Technical Area Working Groups (TAWG); senior leadership; Technology Area Review and Assessment panels and the Defense Science Board. This required support must provide recognized experts with critical skills across multiple laser, beam control, atmospheric compensation, lethality, and modeling and simulation systems needed for HEL technology development.

The contractor will provide support for the review and discussion on past as well as the current understanding of Army, Navy, Air Force, Marines, OSD, and DARPA HEL weapon system state-of-the-art technology roadmaps, technology gaps, and approaches towards filling those gaps and identify promising research paths to achieve top-level objectives; establish technical requirements for these paths; initiate research programs; and review and evaluate the technical progress of these and other HEL and related programs. This requires regular activities in technology assessment, review and recommendation activities supporting the HEL-JTO Investment Strategy.
