INTRODUCTION:

The High Energy Laser Joint Technology Office (HEL-JTO) is seeking professional technical and related, incidental administrative services to support the execution of their programs and activities developing high energy laser technology.

The mission of the HEL-JTO is to advance laser system technologies and to coordinate laser directed energy programs across the military services. Primary areas of importance include but are not limited to laser devices, optical components and beam control, laser propagation, laser target effects and interaction, and modeling and simulation.

SCOPE:

The scope of contractor support includes supporting the full spectrum of HEL-JTO activities. This involves technology assessment and review, as well as recommendations for future activities including: identification and evaluation of promising research paths to achieve objectives; establishment of technical requirements; publication of calls for proposals; initiation of research programs; review and evaluation of research efforts in all areas related to laser systems technologies. The contractor will provide experienced science and engineering personnel and related administrative support with high levels of expertise and proper clearances in the relevant technical areas. Short term surge capability in specific areas may be required. Core personnel for these activities will generally be located at HEL-JTO facilities, with office space for two and up to four persons to be provided. Actual personnel numbers may vary depending on projects and iterations of projects underway at the time. Other personnel shall be located at the contractor’s facility which should be in the Albuquerque area.
