About this file

This is a Questions and Answers document for B. 20388 IT Infrastructure, a federal contract opportunity at Kirtland Air Force Base involving telecommunications infrastructure installation and certification.

The project scope includes installing 95 CAT6 telecom drops (2 drops per location across 45 locations) with new 2-port outlets, new face plates, and a 2-post rack system in the Telecom Room. All existing infrastructure must be demolished, including fiber outlets, boxes, patch panels, wall-mounted racks, 110 punch blocks, and the telephone system. Wiremold non-metallic raceways are required for exterior wall outlets; existing wall conduit should be utilized where available for interior locations. The building will remain unoccupied during contract performance. Floor plan dimensions are not currently available, though the Government confirmed the total drop count and locations. Personnel may serve dual roles as Superintendent, SSHO, and QC pending post-award determination by the Contracting Officer. A bid bond is not required. Contractor personnel must meet BICSI or New Mexico Construction Industries ES-7 Journeyman Certificate equivalency requirements; Texas Master Electrician licenses require demonstration of equivalency. CAT6 cable and installation require compliance with Kirtland AFB Communications Division Specifications sections 3.5 and 15.6. RCDD design requirements are addressed in section 3.5. CMMC Level 1 certification is required but contractors without self-certification at proposal submission remain eligible for award, with Government assistance provided post-award. The Government will provide design specifications, with the contractor responsible for installation and certification.
