About this file

This is a Statement of Need for the procurement of custom workbenches for the 377th Air Base Wing at Kirtland Air Force Base (KAFB), New Mexico 87117. The requirement is mission-essential to replace legacy workbenches that have exceeded their operational lifecycle and present safety risks. The workbenches will support high-value Department of Energy and Department of War equipment maintenance operations.

The contractor must deliver and fully install five configurations totaling 11 workstations by NLT 30 days after contract date. Type 1 (3 units) consists of 96"w x 36"d manual adjustable workstations with black phenolic resin surfaces and clementine orange bases, including leveler glides, worksurface risers, tilt shelves, monitor arms, laptop holders, footrests, and stacked drawers. Type 2 (1 unit) is a 72"w x 36"d mobile workstation with vibrant green base and butcher block maple surface with locking casters and dual stacked drawers. Type 3 (2 units) comprises 96"w x 36"d manual adjustable workstations with phenolic resin surfaces, triple bay uprights, captured steel shelves, monitor arms, and orange stacked drawers. Type 4 (2 units) features 36"w x 36"d mobile compact workstations with phenolic resin surfaces, single bay uprights, tilt shelves, and steel shelves. Type 5 (3 units) provides 72"w x 36"d mobile workstations with vibrant green bases, butcher block maple surfaces, locking casters, and dual stacked drawers per unit. All items must be new, heavy-duty, commercial-grade equipment suitable for high-volume military use. The specification allows for "Brand Name or Equal" products (FAR 52.211-6), with BOSTONtec as the baseline brand. Acceptable equal products must meet minimum salient characteristics including cantilevered frames supporting 1,200 lbs distributed load, exact dimensional footprints, chemical-resistant surfaces, factory powder-coated finishes in specified colors meeting ANSI/OSHA standards, and modular mounting tolerances. The contractor is responsible for inside delivery, full assembly, complete on-site installation at the 898 MUNS facility, cleanup, refuse removal, obtaining base access credentials, and coordinating with the Delivery POC at least 72 hours prior to delivery. The Government will perform inspection and acceptance, with the Delivery POC responsible for verifying all items, shipments, documents, and services comply with contract requirements.

STATEMENT OF NEED

Title: Workbenches

Requiring Activity Name:

1.0 Scope

This document outlines the requirement for the purchase, delivery, and installation of new, durable workbenches for the . The contractor shall provide all equipment, personnel, transportation, and tools necessary to deliver and fully install the workbenches. Acquiring these workbenches is mission-essential to maintain operational readiness, ensuring personnel safety and comply with technical order requirements for equipment handling.

1.1 Background

Custom workbenches are mission-essential infrastructure required for maintenance supporting the #1 priority mission of the 377th Air Base Wing. Current legacy workbenches have exceeded their operational lifecycle and exhibiting structural fatigue. Replacing these failing workbenches is required to prevent damage to high-value components, Department of Energy/Department of War tools, testing, & handling equipment ensuring that the unit meets its responsibility for safe, secure, and efficient use of resources, while maintaining the highest degree of capability and reliability. Additionally, the existing legacy workbenches were procured for previous generations of equipment and components and have sustained years of continuous, heavy use and exposure to hazardous industrial solvents and chemicals. The current workbenches have transitioned from being mission-enablers to operational liabilities. Procuring modernized and custom workbenches is essential to secure high-value DoW assets, ensure technician safety, and maintain the necessary tempo of maintenance operations.

1.2 Objectives

Choosing clementine orange custom workbenches/workstations enhances personnel safety through high visibility, aligns with ANSI/OSHA standards for warning zones, and leverages color psychology (Clementine Orange and Vibrant Green matte) to maintain worker alertness and energy during complex maintenance tasks. The procurement of solid core phenolic resin work surfaces is essential for the maintenance environment involving high-frequency chemical exposure. This material will ensure operational safety, maintain workspace integrity, and reduce long-term lifecycle costs by preventing material degradation and contamination. Provides a chemical resistant, durable non-porous surface which will maintain a safe, complaint, and durable work environment. The requested equipment will directly boost productivity by streamlining current processes, significantly improving daily living and working conditions, and is a critical requirement to mitigate safety risks. Acquiring these items will ensure the team is properly and safely equipped to perform their duties effectively and ultimately contribute to the 377 ABW mission success.

Vendors may propose an "equal" product. To be considered acceptable, any proposed equal must unequivocally meet the following minimum salient characteristics:

Structural Integrity: Must feature a cantilevered frame supporting a minimum distributed load of 1,200 lbs.

Dimensional Footprints: Must match the exact dimensions specified: 96"W x 36"D, 72"W x 36"D, and specifically a compact 36"W x 36"D heavy-duty base.

Surface Materials: Must offer highly chemical-resistant Black Phenolic Resin and Natural Butcher Block Maple surfaces.

Safety Finishes (Color): Must be factory powder-coated in exact Clementine Orange and Vibrant Green to meet visual organizational standards and ANSI/OSHA warning zone requirements.

Modularity: Must feature mounting tolerances to safely secure heavy-duty slotted uprights, captured steel shelves, and under-mount drawers without secondary drilling that degrades load capacity.
