About this file
This is a Single Source Justification (Simplified Acquisition) document for a digital signage procurement by the 377th Message Support Group, Procurement and Binding (377 MSG/PKB) at Kirtland Air Force Base.
The contracting activity seeks to acquire Uniguest brand digital signage, which was originally manufactured by BlackBox but has been transitioned to Uniguest. The justification for single-source procurement centers on the system's proven operational history and widespread installation across the Kirtland installation. The controls are specifically designed for non-IT personnel, enabling daily operational staff to manage content without advanced technical training. The system supports real-time, localized mission needs management at the unit or shop level. A key factor supporting single-source justification is the established user community across Kirtland, which provides peer-to-peer support and best practices that reduce downtime and operational disruption. The contracting officer, Rachel N. Copeland, GS-13, determined on June 18, 2026, that the circumstances warrant brand-name-only procurement in accordance with RFO 6.103-1(d). While multiple resellers can provide Uniguest brand digital signage, the government intends to conduct future market research to evaluate alternative brands that could fulfill similar requirements, potentially precluding future single-source awards.
